There was gloom in the capital st the news that the French Nat- ional Assembly has refused to rat- uy EDC. which would have pro- vided for 12 German divisions in a one-uniform European army.

Canada had long favored EDC as the best method to rearm Ger- mgny within the Western defence orbit and still provide safeguards against any recurrence of German aggruslon.

In the Ottawa view. foreign min- isters of the 14 NATO nations should be called together to decide on the next move. The ministers will meet at Paris in December av. the regular North Atlantic Coun- cil conference but the matter is so urgent it might be necessary to arrange a foreign ministera' meet- ing before that. officials said.

CHANCES HOPELESS

UP to now, the government has declined to discuss openly possible alternatives to EDC. But even be- fore Monday's French refusal to ratify the treaty, officials regard- ed its chances as so hopeless that they were giving close study to the possibility of bringing Germany into NATO.

Any agreement to accept Ger- many into NATO should provide safeguards against a revival of German militarism. officials said.

Though there was no bitterness here at Monday's action in the French assembly. there was deep concern and disappointment.

For one thing, there was worry about the American reaction. The French decision might result, offi- cials said, in a. US. withdrawi from Europe, though this was not considered likely.

Convicted For Attempting To Threaten Witness

SYDNEY. (CP) - Ivy Best, 24. was convicted Monday and sen- tenced to three months imprison- ment for trying to threaten a wo- man witness into withholding testi- mony at the inquest into the Good Friday strangling of brunette Flor- ence Tavern.

Oiiva Dionne, their father, made known their plans in an interview Monday. He said he has decided against disclosing the date they will go to Montreal in the hope they will be able to reach their schools with a measure of privacy. He said he and Mrs. Dionne are pleased the four girls and Pauline will be together in Montreal. OTTAWA. (OP)-Canada's indus- trial production dropped by about three per cent in the first half of 1964.

The production index. based on 1035-30 equalling 100. declined to 251.8 in June from 207.0 a year ago, the bureau of statistics estimated Monday.

Main cause of the decline was a substantial drop in output of wood products. iron and steel, transport- ation equipment, electrical appara- tus and other durable goods.

Partially offsetting the decline was a nine-per-cent rise in mining production. '

EDMONTON. (GP)-A third con- crete arch of Edmonton's new 51,- 000.000 west-end bridge collapsed during the week-end as the North Saskatchewan river receded slowly from a 55-year high level.

The six-pier bridge. the city's fifth river crossing. now is not ex- pected to be completed until next year. ' -

The first two arches fell into the river Friday, when the wafer reached a level of 76.6 feet after heavy rains. Damage then was es- timated at more than 3100.000. No exact damage estimate can be made until the water recedes enough to allow inspection of piers.

The river level Monday was 57 feet. Normal for this time of year is about 56 feet.
