Newfoundland and Canada.

(The Empire.)

The correspondence laid before the Im- perial Parliament a few days ago, relating to the reciprocity negotiations between Newfoundland and the United States, con- tains full and most interesting particulars of the action of Canada in the matter. A perusal of the correspondence makes it clear (1) that the intervention of our Gov- ernment was necessary both in Canadian ‘and Imperial interests, and (2) thai the proceedings of the Newfoundlane authori. ties have not been characterized by either wisdom or neighborly feelirg.

The first action taken by Canada in the matter was a cable meesage from Sir John Macdonald, who, always alert and active to the vital concerns of the Dominion, cabled to the High Commiesioner in Ocrober last, calling attention to the public statements being made in the United States by Mr. ‘Bond, the Colonial Secretary of Newfound- Jand, that he was authorized to conclude a separate fishery treaty, and urging that a

protest be entered with the Luperial;

authorities. Almost at the same time the Imperial Government notified Canada of the negotiations that were proceeding at Washington, and Sir John Macdonald again requested the High Commissioner to ** re- present strongly how the fishery and com- mercial interest ot Canada will be injured by such an arrangement as Mr. Bond is currently reported as making, and how dis- astrous from a national point of view it would be for a separate colony to effect an arrangement with the United States more favorable than would be given to the con- federated provinces.” This prompt mea- , sure bore immediate fruit, and the Home authorities at once notified the British Minister at Washington that any arrange- ments with the United States should in- clude, as heretofore, both the Dominion ‘and Newfoundland.

But the vigor and activity of our Minis- try did not stop here, for Sir Joha Macdon- ald’s message to Sir Charles Tupper and the latter's subsequent protest based on it,

‘ley to the Imperial authorities. This tvery able state paper reviews in the moat thorough manner the position and interests of Canada and the empire at stake in the ‘Newfoundland negotiations. It pointed lout that the fishery question in British | North America had invariably been dealt with as if the interests of all the colonies ‘concerned were identical; that the Acts ' passed by the several provinces seventy years ago making the treaty of 1818 effve- tive were uniform in substance and spirit; that the reciprocity treaty of 1854 obtained commercial concessions for «ll the provinces willing to accept them, and granted rights to United States’ fishermen in all the fish- leries of British North America; that the ‘Washington treaty of 1871 contained an express provision, by article 32, extending the treaty to Newfoundland; that the Bay ard-Chamberlain project of 1888 equally included C-nada and Newfoundland; and that the modus vivendi kept in force durc- ,ing the last two fishing seasons was maln- ‘tained equally by both countries, “the li- censes issued to the American fishermen by Canada being recognized in Newfound- ‘Jand, and those issued in Newfoundland be- ing recognized in Canada.” Thus proving that up tothe present Canada and New- foundland have made common cause. It ' was pointed out also that the Iraperia! Guv- erpment have already more then once re- fused to approve any policy not common to all the provinces by not ratifying the at- tempt of the United States Congress in 1/1868 to make a trade treaty with Prince | Edward Island alone, and by objecting in | 1887 to Newfoundland giving privileges to ‘United States’ fishermen denied by C: nada. “Since that tyme,” says the repurt, **the governments of Newfoundland and Canada have acted in concert, and the government of Newfoundland has repeatedly recogniz- ed the furce of the view here contended for.” The most conclusive evidence is

given to support this view, and it is shown that the proposed ‘‘separate arrangement with Newfoundland would practically dis- aolve the protection given by the treaty of 1818, by enabling American fishing vessels to have access to the ports of Newfound- land asthe base of supplies and for the purpose of transhipping their cargoes.” Such is the unjust proposal of our sister colony, aggravated by its recent bait policy which is in distinct violation of all honor- able pledges. In the face of this New- foundland looks to the whole Empire for sympathy at this trying time.

Now, what were the exact terms of the treaty which Newfoundland desires to con- clude with the Washington government ? It appeara from the correspondence that the final agreement come to between Mr. Bond and Mr. Blaine was as follows :

1. American vessels to be allowed to buy bait, to touch and trade, seil their fish and oil, and procure subplies on the same terms as Newfoundland vessels ;

2. Newfoundland dry codfish, cod oil, seal oil, seal skins, herrings, salmon, trout and salmon trout, lobsters, cod roes, ton- gues, and sounds with the barrels, boxes or tins containing them to be admitted into the States free of duty;

3. Circular certificates to declare that the fish shipped were taken in the waters of Newfoundland ;

4. The custums duties now levied by Newfoundland upon United States fl ur, pork, bacon, beef, mea!, salt, oil and other: products not to exceed those at present in force ; and the following articles from the United to be admitted into the colony free ‘f duty, namely, agricultural and mining implements and machinery, raw cotton, corn for making brooms, gas engines, print- ing presses and types ;

5. Any reduction made in the future by the colony in the rates of duty on the foregoing articles to apply to the United States,

This treaty was to remain in force tor five years, to be terminated at twelve months’ notice from either party and was negotiated, it seems quite clear from the correspondence, large y behind the back of the Buitish Minister at Washington by Mr. Bond, without the authority of Her Majesty’s Government, certainly in flagrant violation of the most solemn engagements, and in selfish disregard ef both Imperial and Canadian interests No wonder in protesting against such a deter- mined attempt to discriminate against British interests the memorandum of our Goverment shoul deciare :

** That the Canadian Government has de- clared its policy to be that no commercial arrangements with a foreign country should be acceded to by Canada whic» would involve tariff discrimination against the Mother Couotry, and this principle has had the approval of Her Majesty’s Goverument; but it will be difficult to induce the people of Canada to continue to believe in the importance of that principle, as a safeguard to the in- terests of the Empire if Great Britain now makes a convention for Newfoundland, under which the United States is able to discriminate directly against Canada,”

Wheat Will Go High.

THE CROPS OF THE WORLD SHORT—HOPRS FOR THE ENGLISH FARMER,

The London Standard publishes a review of the agricultural outlook, in the course of which it says the steady rise in wheat re- vives the hopes of the English farmer. Wheat will probably reach the highest price in many years, the principal cause being the failure of foreign crops. The wheat crops of France and Russia are much below the average, and the deficiency will be at least twenty million quarters, Ir is expected that cold winds and frosts have almost destroyed the French crop. Ger- many, Holland and Belgium al! furnish pessimist reports. In Roumania there is a decrease in the wheat area, and in India there has been a bad wheat season.

The only exception is Hungary, where there are better prospects, it is almost cer- tain the world’s wheat consumption will exceed the production computed. What- ever the magnitude of America’s crop may be it will not be sufficient to cover the European deficit, thus compelling an ex- tensive draft upon the reserves fur the third year in succession. The Standard in con- clusion says: The increased home con- sumption, the decreased wheat area owing to the spread »f population and recourse to scientific tillage in order to repair the waste of firat settlers, thus increasing the cost of production, must inevitably remove the American farier’s formidable competition in European markets and allow the Eaglish farmer to Jouk forward to a prosperous future.
