The Hon. W. W. Sullivan, Premier of Prince Edward Island, was in the city yester- day en route for the Island, Finding him at the Windsor, a representative of the Hera/d asked him how he and his colleague, Mr. Donald Ferguson had got on in Ottawa.
‘Very well indeed,” was Mr. Sullivan's re- ply.
Did you find the Government in an accom- modating mood?”
‘‘We did our business with the members of the Cabinet whom we went to see in a manner quite satisfactory to us.” ;
‘Does that mean that large concessions will be made to the Island Province?”
“T am not sure that I said anything about concessions.”
“] hear that you went to Ottawa to get a refund of money advanced by your Province for railroad purposes. Is it true?”
“T hear a great deal about home when I go abroad that is news to me. It seems that you have heard all about my mission to Ottawa and can enlighten me on the subject.”
“So then your business is a state secret and you are bound not to let the public know any- thing about it?”
‘My dear sir, there are some things that a member of a Government cannot even divulge even to a journalist, however high his esteem may be for the profession, and however much he may respect the influence of the press.
‘Well, I suppose you won't tell me whether your business with the Government has any reference to the subway scheme, about which so much has been said and written lately.”
‘The subway scheme is, I can‘assure you, a live enterprise. It is not a theory of mere visionaries, as, many people here and else- where seem to think. It has been pronounced feasible by practical engipeers, Mr. Walter Shaniey among others.” ;
“Is anything being done to give it a practi- cal shape ?”
“Oh, yes. The Strait has been sounded and borings have been mace. All the con- ditions for laying the subway have been found to be favorable; so that if the scheme 1s in other respects practicable there are few difficulties in the way.”
‘‘Under whose authority are these sound- ings and borings being made ?”
‘Under the authority and at the cost of the Dominion Government. ”
“What is the estimated cost of the road at the bottom of the sea?”
‘There are different estimates. between two and five millions.”
‘Do the Island people expect the Dominion Government to spend four or five millions of dollars in giving their province communication with the mainland ?”

“The people of the Island expect the Dominion Government to — carry cut the terms of . confederation in good
faith. One of those terms is to provide for the Island continuous steam communication for mails and passengers with the Mainland, winter and summer. If todo this is within the range of possibility it ought to be done.”
“You and Mr. Ferguson went to London to seek the intervention of the Imperial Govern- ment in the matter, did you not?”
“Yes, The Imperial Government being a party to the confederation compact, the Leyis- lature of the Island considered that it should use its influence with the: Dominion Govern- ment to have the terms of Confederation car- ried out with respect to continuous steam communication with the mainland.”
‘How were the Island delegation received at Downing street?”
“With every consideration. We met Lord Granville several ,times. He listened atten- tively to our representations and his Lordship promised to direct the attention of the Domin- ion Government to the non-fulfilment of the terms of confederation with the Island and to request to have them carried out as far ag pos- sible. Lord Granville also said that the sub- way was worthy of the consideration of the Dominion Government as a means to that end. In our communications with the Colon ial office it was a great advantage to have the High Commissioner on the spot to represent the Dominion Government.”
‘‘Has anything come of your mission to London?”
‘‘T think there has. The preliminary sur- veys and soundings and borings that 1 have spoken of are so much towards carrying out the recommendation of the Imperial Govern- ment.’
‘‘How are times on the Island?
‘‘Better than they have been. The crops have been very good, particularly the wheat crop. More of that grain has, 1 think, been raised on the Island than is required for its own use. There is a fine crop ot potatoes and a good average yield of oats. Hay has been light. Agriculture you know is our main- stay.”
‘*How are politics?”
‘Dull just now. The only thing going on is the Legislative Council election, and not a great deal of interest is taken in it.”

The Honorable the Surveyor General, appointed by commission under the Great Seal, dated the 7th day of May, A. D., 1886, to investigate into the charges pre- ferred against the conduct and management of the Institution for the Deaf and Dumb, at Fredericton, and report thereupon to his honor the Lieutenant Governor in Council, having came before the Committee of the Executive Council the evidence taken by him, under such comiisston, and reported that he finds no grounds exist, in fact, for the grave charges which have been made against the Institution, and therefore exonerates and entirely acquits the man-

Wheian Monument Fund.
ACCORDIN’ to notice, the meeting of the electors of the Second Electoral District of King’s County was held in the Schoolhouse at Morell Rear, on Tuesday, the 5th inst. The meeting was organized by appointing Martin Sinnott, Esq., Chairman, and the unders}oned Secretary. The Chairman briefly stated the object of the meeting, viz.: to raise a fund with the view of erecting a monument to the memory of the late Hon. Edward Whelan, who, in years gone by, had so faithfully repre- sented them in the House of Assembly. He then called upon J.C. Underhay, Esq., the representative of the District, to address the audience.
Mr. Underhay, on rising, said that he felt proud to see so many of the electors assembled to do honor to the memoay of the late Hon. Edward Whelan, and that it was but fitting that the people of St. Peter's District should be the first to move in this matter, as they largely participated in the benefits of his labors. He then alluded to the great public services which Mr. Whelan had rendered to this country, and the fearful odds he had to contend with in advocating those measures which were necessary to secure Responsible Government. He said that before we obtained responsible government, in shamefv! violation of the principles of national houor and justice, the representations of the people were disre- garded, in consequence of the influence exer- cised by the proprietors who owned extensive tracts of land on the Island. Absent proprie- tors retained the land and kept it in a state of wilderness ;, but through the exertions of Hon. Edward Whelan and his associates an act was passed which imposed a rate or duty on the rent-rolis of certain rented township lands, and thus forced the proprietors to come to terms with the Government. The people of this Island owed much to him, for he greatly assisted in settling the long-peuding disputes between landlord and tenant; to him the young men owed the proud privilege of voting, and he assisted in placing the inestimable boon of Free Educatioa within reach of all. We would, indeed, be an ungrateful people if we were not sensible of the benefits that we had mainly received from his labor, and <lid not express our warm appreciation of them. He felt assured that all classes would endorse the movement, and show forth their apprecia- tion of his services by contributing to the fund.
& McDonald, = Esq., vl, a next addressed the meeting. He paid a warm and graceful tribute to the ability of the Hon. Edward Whelan, and said if now alive he would not have aqeer in the wide Dominion. He always defended the rights offthis Province, and never sought for power or patronage at the expense of princi- ple. His generous nature and manly sym- pathy. which in its breadth encircled all classes, endeared him to all. Mr. MeDonald assured the audience that the movement is warmly endorsed by the masses and felt sure that it would be carried to a successful issue.
Mr. Cyrus Shaw, being called on, sid that it was with very great pleasure that he beard of the noble and honorable movement of the people of this locality to erect a monument to the memory of the much lamented Edward Whelan. The public services of that truly great man deserved a lasting monument. Tht man has not yet lived who did more to pro- mote the extension of civil liberty on P. E. Island than Pdward Whelan. He strongly ad@Vocated the Franchise Law, the Land Pur- chase Act, the Free School Act, and other beneficial measures with which his name is destined to continue identified. it was through the efforts of Edward Whelan that the farmers of this Island were delivered from the galling yoke of lanudlordism. The para mount national good which resulted from his labors has been decidedly acknowledged by men of all classes and creeds, and entities him to the respect and gratitude of posterity, and he sincerely hoped that all parties would co- operate in the noble work and raise a monu- ment to eternize his memory,
Mr. A. J. MeInnis next addressed the meeting. He believed that the name of Edward Whelan would live forever in the hearts of the people, and he regretted that no proper monument marked his resting place.
Mr. Robert Mooney being called on said that he could not let the opportunity pass without expressing his appreciation of the services rendered to this country by the late Hon. Edward Whelan. He spoke at consider able length of his great ability as a statesman and an orator, and it was only when questions of great mangnitude called forti his vital energies of mind that he could be heard at his best. The people of the St. Peter's district owed him a deep debt of gratitude for the earnestness with which he sought to promote their interests and give effect to their wishes.
The following gentlemen were then unani- mously chosen to solicit subscriptions in their respective districts:
