which in an elaborate compari<on between

the relative wealth of Great Britain and

first forty years of the pre-ent century England was far the richer as regard- total wealth, aud more than twice as rich in indivulwal wealth, the ba ance is now in favor Of France. This, too, notwith- standing the enormons losses incurred by the French in connection with the Ger- man war indemnity, the Panama disaster and the destruction of the vineyards by the phylloxera In (840 the figures stood $1,040 per ‘ndividua)l for Great Brijain, and $465 per ind vidual for France. To-day the figures-are g&,240 for Bagiand. oe arsinst $1,290 per capita in France. Je concla- sions to be drawn from these data admit of no contradiction. During the first forty years of this century the English farmer was protected by the so-cailed Corn lawa, which have since been abolished; whereas the tendency in Franc: during the last three or four decades has been heavily to increase all dues on foreign breadstuffs. Thanks to Free Trade, agriculture in Great Britain is constantly declining, while owing t» her protective tariffthat of France 6 continually becoming more valuable. The ruperior prosperity of the gxverage citizen in France to his cousin across the Channel shows that the prices of food and the cost of existence are not increased by that sort of protection which is necessery to keep the land in a proper state of cultivation.

Moreover, there is an important political side to this economic question. England grows now 60 little of its own food that in case of war she would be heavily handi- capped by the necessity of drawing all her supplies of that kind over seas patrolled by the enemy, whereas France, thanks fo her protective tariff, is entirely independent «f all foreign imports of grain.”

Our correspondent retnarks: “I would like Mr LH. Davies to ponder over this article, taken from the Joarnal of the Royal Statstical Society of Great Britain. Surely it should convince him that he is a little in error. © In reading a report of his “yreat speech” delivered at New Gla-gow and about twenty other places in Nova Scotia, I find that bis chief and only argu- ment against the National Poley was— look at the flourishing condition of Great Britain as compared to the protected countries of the world. Does the above bear him out? Ithink not. Ide not believe in extreme protection, such as the McKinley bill called for in the United States. ButIdo- believe in a moderate quantity, such as we have at present, which is made necessary by the actions of other coantries. If free trade was univer eal, then Vanada could adopt it also and would hold hold herown against the world. But as long as France, Germany, the United States and other countries prote.t their people with high tariffs, we will be compeiled to follow suit. The day is not far distant— looking at the present condi- tion of the farmers of that country—when Great Britain will be forced to come to the rescue of her people in this respect. Only quite recently. Lord Salisbury and Lord Rosebery both declared that the present condition of the agricultural interests of the United Kingdom: was a national c¢al- amity.

THE ARMENIAN QUESTION,

Advices from London state that Lord Roseberry has asked F. 8, Stevenson, M. P., aa chairman of the Anglo-Armen- ian Association, that a deputation be ap- pointed atthe mas- meeting to be held there to submit to Lord Kimberley, of the foreign office, the resolutions there adopt- ed. The first resolution will record the indignation caused by the Porte’s violation of the principles of humanity, and express regret that the 6!st article of the Berlin reaty is allowed, owing to the indifference

initiative ingj-iing on immediate in- troduction of definite reforms in Armenia in accordance with the pledge given at Berlia by Turkey. ANOTHER CHINGSE DEFEAT,

The Central News correspondent in An- tong telegraphs: General Nodeen’s instructions, Fong Huang garrison was confronted on .De- cember lath by 4,000 Cliinese, who began an attack at daybreak ~: the l4th. The garrison was 1,400 stronz an! commanded by Colonel Tomoysu. The main battle took place gt Yin Min Shau, five miles from Foug Huang. The Japanese attack- ed with spirit and defeated the Chinese, driving them to Timatsch. The Japanese loss was three officers killed and seventy

The Chinese prisoners say the Gen- eral had under him more than 4,900 Keria troops, who were in every way superir to the Chinese suldier-. brigade is now moying southward to turn back the Kerin fugitives. No news is ob- tainable from the left division of the first army, owing to the interruption of tele- graphic cominunication.

The Central News correspondent in Shanghai says: “The firet and second Japanese are reported suffering greatly from the cold. Chang Yiu Kung, presid- ent of the board of revenue, is said by a native newspaper to have been appointed ambassador to Japan, with instructions to negotiate peace.

The session of the Newfoundland legis luture was opened at St. John’x on Satur- day Just. In the speech from the throne the Governor stated that the members of the

Legislature had been summoned so early in order to consult as to the best means of mitigating and alleviating the public cal- amity which had fallen on the colony. He referred to the failure of the Commercial and Union banks on the same day and the consequent embarrassment it had forced upon business, having left the colony with- out a circulating medium. Much suffering had been caused and many had _ been re- duced to de-titution and depencence upon the generosity «f others more fortunately placed. The Government savings bank had not been effected and the depositors in

that institution would not lose anything. He thought that the financial crisis had not permanently aff-cted the credit of the colony. He con~idered that the present crisis had been brought about by too much trading on credit, and this pernicious sys- tem had even been carried into the bank- ing system, with the result that much mis- chief had been worked.

The speech also announced that the Government had been successful in mak- ing arrangements for the payment of the interest on the public debt, which falls due in London on January Ist, thus sav- ing the credit of the colony. The embar- rassment caused by the want of a circulat- ing medium would he speedily removed. The Government intended to appoint a jvint committee of both houses to examine the condition of the banks, with a view of establishing a medium of circulation through either one or both of them: An important despatch from the Imperial! Colonial office would be submitted to the members. The speech stated, in conc!u- sion, that the colony now looked to the Legislature to sustain the honor and re- establish its credit abroad. Patience, cour- age and energy would soon retrieve the former creditable position of the colony.

Hon. A. W. Harvey, the Government leader of the Leg:slative Council, brought forward ou Saturday his plan four at once securing a medium of exchange. He stat- ed that the notes of both the Union and Commercial banks now in circulation re present $1,200,000. At present these notes were valueless, and a want of cur- rency had produced a business stagnation. He proposed that the Gover: ment should guarantee a certain percentage of the valce of these notes, now held by thousand~ throvghout the colony, and in this way they would at once acquire a value. It was absolutely necessary to procure a cur- rency medium at once, as until that is done the wheel+ of cemmerce will re- main blocked. Furnish the required curf rency and the relief would be immediate, as work would again be obtained for the thousands of workingmen now idle. It would first be necessary to ascertain the exact positiou of the banks, and then to decide as to the percentage of the value of the note isaue the Government should guarantee ; each guaranteed note stating its value. The-e notes should be redeem- ed at the end of aterm of years. If the colony lost money on the transaction it could be forgiven, seeing the greai. amount of good it would accomplish. The Govern- ment is likely to adopt Mr. Harvey’s plan,

Does he ever think of blaming himself? Who {permitted the people to get the goods without the money ? Who has allowed six months or nine months to pass without dunning for these accounts? You did, Mr. Smith, Mr. Brown, Mr.’Jones, or Mr. Robinson, who sit thinking with dismay of that note you have to meet, and with shamefacedness of the request yon are going to make fora renewal.

No use to sit down and moana over it. Not a bit. Nor to depend on cash sales making up the amount you need by the 15th—it is now the 6th. Goto work. Make up those accounts afresh. Get out your horse and buggy. Go around person- ally, with your pride in your pooket, and ask these debtors to pay you something, in cash, notes or produce. Don’t take “No” for an answer, and don’t. be put off with the regulation exeuses. You owe that note, and your good name is at stake. —Monatry Times.
