The Fishery Award.
The Toronto “Globe” of the 27th, quotes exclusively from British and Ameri- can authorities to show that the vote of the majority in the Fishery Commission should ‘be the opinion of the Commission. With preference to the result of the Commissi it says :—“ Far less in view of the sux

The treaty itself, to say nothing of the previous negotiations be- tween the two countries, was a solemn tes- mony to the rights of Canada in the pre- mises, and now substantial value is at- tached by the two most competent arbitra- tors to those rights, one of the two being perfectly disinterested. The Government of the United States will in this matter doubtless imitate the prompt and honorable fulfilment of Great Britain of far harder terms and on far more problematical grounds; but as the language of Judge Kellogg implies that an objection may be raised, it is well that the resolution of Canada should be expressed.”
The ‘‘ Mail” says: ‘‘ We desire that the United States should pay the money, not because it is five millions anda half so much as the payment will remove the last out- standing cause of quarrel between Great Britain and the United States.”
The ‘‘Maii” then states that it is sug- gested on our side that the Dominion Gov- ernment are willing to forego the payment of this amount if the United States grant us reciprocity.

Canadian Money Market.
The ‘“ Toronto Mail” says money is abundant and the demand for accommoda- tion is slack. It seems probable that the increase of activity in business consequent on the good harvest has not been so great as was anticipated ; and it is also probable that debtors are seeking to reduce their lia- bilities in which policy they are encouraged by banks. It is thought likely that dis- counts will be reduced during the winter, and the reduction seems to have set in al- ready in some quarters; payments seem to be satisfactory in all cases. The result of these circumstances has been to put an end to anything approaching to tightness and to leave money easy at 7 and 8 per cent. for commercial paper, the former rate being for first-class and the latter for any other des- cription including renewals. There is very little inquiry heard for loans on collaterals; they can readily be had at 6} to 7 per cent. either on time or on call; and, possibly, though we have not heard of any actual transactions below these rates, at 6 per cent on call. JItis evident that the desire on both sides is to do a more cautious business than that prevailing some time since, and there can be no doubt that the change will be advantageous to the country. The last bank statement, published in our column’ on Tuesday last, is generally regarded as satisfactory. The increase in circulation is of course due to the increased quantity of grain to be moved; the augmentation of Do- minion deposits is ascribed to increased Customs receipts, and the reduction in lia- bilities to nglish banks is consequent on there being no need on the part of our banks to avail th®mselves of outside resources as is

A photographer of Bologna, by dint of importunity, recently obtainec the signal favor of the Pope sitting tohim After two unsuccessful attempts, His Holiness was waxing impatient, but the art st besought him to give him a third trial. The trial was allowed, and the result was a good like- ness. A few days later the photographer reappeared before the Holy Father with the specimens of his skill; but the Pope was still somewhat angry, and said ‘‘You iried my patience too hard, but it will be the last time.” Then he took one of the photo- graphs and wrote under it: ‘‘ L’ultimo mio ritratto (my last portrait) Pio IX.” A French Ultramontane offered oifered $4,000 for the negative of the photo., but the ar tist would not part with it at any price.
A Boston swindler has made thousands of dollars in New England by staying at hotels over night in the guise of a travelling salesman, receiving, by previous arrange- ment with a confederate, letters containing worthless checks and pretended directions from an employer, and inducing the land- lords to cash the checks. His easy, busi- ness-like manner, and the simplicity of the fraud, enabled him to succeed in nearly every instance,
The Associated Press description of M, Cauchon’s entry into Manioba is irresistibly funny. M. Tetu, a Dominion Goverument emigration officer, undertook .to present his Honor with an address as he was crossing the boundry near Emerson. As the stage carrying the new Governor neared the stone monuments marking the border line, M. Tetu rode forward to meet it, but his horse took fright and ran away. The stage drove on and M. Tetu followed in hot pursuit ‘* shouting incoherently for them to stop- M. Cauchon thought M. Tetu was the lead- er of the hostiles, and the latter’s frantic ef- forts to catch up, increased his Honour’s alarm. Winnipeg was reached without fur- ther incident.
