“No government, in the faceof ano intelligent electorate, can retaia power when itsbows an incapacity to govern. Even if it had a settled policy which had commended itself to the people at the polls it could not retain power, it it proceeded from blunder to biunder. And the present government, which is the accident of an accident, which has no seitled policy, and which has always spoken with two voices, would be deposed from power tomorrow if the whole electorate had the chance to pronounce its verdict.” This 1s the Opinion of Sir Coarles Tupper,uttered this morniog iu his room at the Windsor Hotel with great deliberation.
Had there been a well defiaed policy on the part of the government upoa which the entire electorate had pronounced, and had the ability to govern been displayed, there is }ttle doubt that the Liberals might have looked forward to a long lease of power, But what are the factsj? There was an attempt to please the protectionists and the freejtraders at the same time; there were two voices to suit different seciions ot the country; there wasa catch vole, which in no way represented the feelings of the people as a whole. The Conserva- tive party had a well-defined policy when it succeeded the Mackenzie Government. The country approved that policy, and re- tained the party in power. Of course, it was time forachange. It is contrary to the geaiue of parliamentary institutions and party government that one party should retain powerfconstaatly to the ex- clusion of the other:
“But the Liberals wrought upon pre
jadice and preporsession in one part of the country; they endeavored to placate this and that section, ratLer than to have one voice in every constituency. They got a snap vow; they were placed in power; and ever since then the government has been doing the work of the Conservatives. If! bad retained Sir Wilfrid for the express purpose,’ said Sir Charles, impressively, ‘he could not be doing my work better. He is bringing the Conservatives back to power, as though by deliberate design. He is making his own government short-lived. By-elections vrove nothing. Any govern- mentin power cau always secure by- elections, especially if it uses the means which this present government have uot hesitated tonse. But we have probably the most intelligent electorate in the world. Here and these we may notice guste of passion which ob.cure Sue jadgmént, but | upon the whole I do not believe any | couniry can show so high a degree of intelligence on the partof the electorate

I had learned, I remember at one time, that the governo- ment had actually determined to fall in with our proposals and raise the tariff. In fact a portion of the proposed new schedule was priuted. I went to Sir Johu Macdonald and eaid:

‘J do, undoubtedly, for in the Mackenze government wehad no such blunder as that preferential trade policy which was announced with such a flourish of trumpets, the true meaning of which has since been exposed with cuiting effect. We were told that only England could take advantage of the preferential trade clauses; I insisisted that thirty other countries could claim the preference. The event proved that I was right. We were told that the government had studied the tariffs of other countries avd their position was lega); I said the bill would not pass until the rights of other countries were provided for under the most favored nation clause. J was right again. Wewere told of the in- creased trade which would result to Eng- laud; her exports have fallen off. Ina word, the preferential trade policy of the government indicated either the most astounding ignorance of public affsirs, or the deliberate attempt to make capital by the expression of a spurious patriotiem. There was no Drummond County Railway in the Mackenzie governmen’; there was no prime minister who spoke with two voités, as in the case of Sir Wi frid
