THE FRANCHISE BILL.

Tus able and careful correspondent at Ottawa of the St. John Sun and Halifax Herald, Mr. S. D. Scott, refers in his latest Jetter to the Franchise Bill and the notable services rendered by Senator Ferguson in making it applicable tothe Provincial conditions existing here. He says:

‘The Minister of Justice declined to accept some of the amendments proposed by Sevator Ferguson to the Franchise Bill as wellas the one proposed by Senator Miller in regard to the appeal to judges fom the reviser. Bui some of the sugges~ tions of Mr. Ferguson, Mr. Mills was glad to accept, and he ought to have been grateful for them all. It would have been good enongh party politics for Mr. Fer

uson and bis colleague from the Island ju the Senate, and for Mr. Martin aod Mr. Macdonald in the other chamber, to have allowed the bill to go through without any Prince Edward Island amendment. The result would probably have been the die- franchisement of every human being ia Prince Edward Island, and the production of a beautiful object lesson of the indusiry and capacity and care of the Minister of Marine. It would also have been shown how illogical and unbusinesslike is the atiempt of the Government to fit on to a general election system the various laws and devices in operation in the Provinges

“It happens that Prince Edward Island alose of the Provinces has no electoral list and in its local elections does not use the ballot- Now the franchise bill proposes to adopt the ballot and certain election methods; but through carelessness and by reason of the difficulty of fitting together a lot of different conditioas, the bill as drawn did not provide for working the ballot properly with the Island system. In the Commone,,Mr. Macdonald and Mr. Martin pointed out that clauses in reference t> the voters lists had no meaning so far as Prince Edward Islaad was coacerned because there were no voters lists. The Solicitor General, who worked like a beaver over his awful task made an effort io straighten things out, and Sir Louis Davies, whose loose habits of thought are better adapted to reckiess attack than to constructive legislation,

this objection and eet himselfto work to provide an oath to suit the case. There are some of the corrections which Senator Ferguson has succeeded in making. They were absolutely necessary to make the biil at all workable io his own province, aod if the Government or Sir Louie Davies have the instinct of gratitude they would be devoutly thankful to their op- ponents who have kept ihem from making themselves objects of ridicule from Tig~ nish to Souris.”

By the way, isn’t it“pitiful to see the Parliament of Canada trring to make its legislation square with that oftthe Legisia- ture of P. E. Island? Could there bea more striking illustration of the fact that the Dominion Government’s new, Franchise Act is on @ wrong foundation.

—The minority report of the Drummond Railway Investigation Committee shows that the action of the Senate in preventing the deal as at first arranged between the company aud the government resulted in a saving to the country of one half a million of dollars in hard cash.

—The St. James’ Gazette reports that a proposal made in influential circles, and backed by the Liberal leaders, is afoot with the object of conferring @ title on the widow of William KE. Gladstons, It is suggested that Mrs. Gladstone be created Countess of Liverpool, and that another mem ber of the family be created Viscount Hawarden.

—A Winnipeg despatch says: “The Canadian Pacific Railway Company dis- posed of 43,000 acres of land in May, ail to actual farmers. A large number of people are getting land this year and dele- gations from the United States are numer- ous. Three thousand three hundred immigrants arrived during the month of May.”
