LONDON. April iii - (AP) Western diplomats today made a new study of Russia's relations with her Balkan stateilites in the light of the announcement that Bulgarian Premier Georgi Dimitrov is visiting Russia.

There were three conflicting lines of speculation:

Has Dimitrov actually given up control over Bulgaria?

Has he, as the Communists say, gone to Russia for medical treat- ment? -

Or have the Kremlin rulers of the Communist world called him on the carpet, possibly to explain how it was possible for nationalistic tendencies to develop in Bulgaria?

There were scraps of evidence tending to support all three theories.

Informed circles in Sofia derided speculation abroad that Dimitrov may have retired either as premier or‘ as head of the Bulgarian Com- munist Party.

The health angle speculation runs like this:

Dimitrov, 08 and a veteran of rough and tumble Communist battles’ of the last four decades. is understood to- have been in poor health for some time.

Westerrrnewspaper men admitted to Sofia last month to cover the spy trial of 10 Protestant pastors learned that Dimitrov has heart trouble and tuberculosis of, the skin. "

The almounoement of the Bul- garian Communlst Central Coin- inlttee yesterday said that Dimitrov had been given "home leave" and had gone to the Soviet Union for medical treatment.

Although he is a Bulgarian by birth, the term "home leave" is not far-fetched in this case. Dimitrov was granted Russian citizenship in 1034 after he was released by the Germans whom he had defied in the famous Reichstag fire trial.

Speculation that Dimitrov may be going into retirement came from Washington. Diplomatic circles in London said they had heard no- thing to support rumors that the Bulgarian Premier had resigned.

LONDON, April 15-(CP)-—Bri- tairfs Communist Party announced tonight that it will seek 59 seats in the 1950‘ general elections, some against cabinet ministers. Commun- ists now hold two of the 640 seats in the i-iouse of Commons. They are Willie Gaiiacher, representing Fife Western in the Scottish coal fields, and Philip Piriitin, member for Mlle End in London's East End.

Two Small Children Burned Io Deaih

NICTAUX FALLS, N. S., April 15 —(CP)—Two small children were burned to death today in an early morning fire in this Annapolis Vai- iey village.

Dead are John LeRoy Burns, age two years, nine months, and Nel- son Churchill Burns, one year and nine months, sons of Mr. and Mrs. LeRoy Burris.

The infants died when their home burned to the ground. Cause of therfire was not known. An in- quest will be held April 20.

Mrs. Burns told investigating pc- lica. she left the house shortly after 8 o'clock this morning to visit a neighbour. Half an hour later. she noticed smoke pouring from her house.

A neighbor triefl to escue the children but was force back by flames. The children were in a bed- room.

Mr. Burns was away from tbc house at the time of the fire.

The victims were the only child- ren of Mr. and Mrs. Burns. '
