We'll Pay, Anyway ” Health Minister MacEachen has announced .that the federal govern- ment plans to’ press ahead with medi- ~ eal: care législation on the basis of agreement with only three provinces, leaving the others to tag along at their own pace. The minister hopes all the provinces will have joined by the target date, July 1, 1067, but in any case legislation will be introduced | in Parliament at the current session, and Newfoundland, Nova Scotia and Saskatchewan will definitely be ready to take advantage of it. -

This looks like putting ‘a pistol to the heads of those provinces which either cannot afford to get into the scheme now, or have other-medi- care programs which do not meet Ottawa's requirements. The nature of the government's offer js such that it will be difficult for any province

Since the federal government made {ts medicare offer last summer, there has been much official talk about the - urgent need for a consideration . of priorities in Canadian spending. This year has seen the start of the Canada Pension Plan. Social welfare costs of » programs now in operation are in- creasing. If the Economic Council recommendations are heeded, spend- ing on education at all levels, on train- ing and retraining workers, will.go up greatly. Surely, against this back- ground, the question of compulsory medicare should be reexamined. It is a rank imposition to force it on the country under the terms which Mr. MacEachen has outlined.

Bilingual Travails

The collapse of Premier Harmel’s coalition. government in Belguim, announced over the weekend, is at- tributed in large part to the language war between the country’s French- speaking Walloons in the south and east and the Flemings in the north. Any new coalition, says a CP report, witli have to agree on a bold program to settle this struggle, which has developed such virulence that it in- fects every facet of the country’s life.
