Seized and Released. Sr. en Noy. 16. The Dominion cruiser Gen. Middleton arrived here to-day. On Friday she seized fishing vessels, a schooner for violation vf the customs regulations. The fact of the seizure was by Capt. McLean wired to Ottawa, and he received orders to release the boats upon their owners depositing $20 for each boat. The Ceposits were made and the boats released. A Compulsory Reduction. Sr. Perzrspure, Nov. 16.

The Russian State commission on the sugar industry have, by a vote of 12 to 4, agreed to recommend to the Government the compulsory reduction of the sugar pro- duction of the Empire, in order-to improve the trade in it. It is believed, however,that the Czar will decide in favor of the minority of the committee who oppose restrictions in any way.
