Awful Account from the Plague-Stricken Country—Sixty Thousand Victims.

The New York Herald has advices from China telling of the plague in Canton and other places. These advices bear the date of May 10, and state that in Canton the

alarm. On Saturday night, May 5, the English and Portuguese Consuls there is sued a notification, proclaiming Hong Kong an in infested port. On the Monday following the entire body of foreign con- suls anited in a representation, cailing upon the Chinese authorities at Skanghai, to impose quarantine regula- tions upon vessels coming from Hong Kong or Canton. The French mail steamer which left Shanghai for Europe on May 12 refused to call at Hong Kong for either mails or passengers, and since then all vessels are giving the port a wide berth. The disease is attended with a purplish and black swelling in the glandu- lar regions, in the groin, armpits, under the knees and in the neck, accompanied by terrific fever, the temperature going at a bound up to 105 and over 108. It is frightfully rapid in its course. Purging diarrheea at once sets in, and a state of delirium, followed by como, is reached in three or four days. In bad cases death ensues, the body turning black, putrid and swollen to twice its usual size in the course of 12 to 24 hours. Six thousand fatal cases are known to have oceurred in one district of Canton—-in the old Mohamme- dan quarter—within a week. A foreign misssionary resident in Canton avers that at least sixty thousand people have been carried off Several medical and other ex- perts were despatched from Hong Kong to enquire into the cause fof the plague, and they all agreed that it was due principally and primarily to the incredible filth, the abominable habits and the dirtiness and overty of the Cantonese, aided, no doubt, > the ‘prolonged drought, which caused the filth inthe open sewers to germinate into hideous forms of (life. Some peo- ple believed that the fondness of the Can- ionese for rats as an article of food is largely accountable for the pestilence. None of the European residents of Canton or Hong Kong have been attacked by the plague, which is entirely confined to the Chinese.

A special commiesion, consisting of board of agriculture officials, Sir Henry James, the eminent unionist lawyer, and Dr. John Burdon Sanderson, M. A, pro- fessor of physelogy at Oxford, has been appointed to examine veterinary experts regarding the exact nature of disease from which it is suspected Canadian cattle are suffering. The Canadian experte still maintain that itis non-contagious lung trouble and not prearo pnuemonia, aa British experts would have the public believe.

1. “From and after the passing of this Act every casual trader not qerecae residing in this Province doing business within this Province, commonly known as “ Commercial Travellers,” and every person poi sermanent- iy residing in this Province, and who sells either for himself or any other person any goods, wares or merchandize in th’s Province, or solicits or canvasses for orders either for himseifor any Other person fur the sale, ex- change or purchase of any goods, wares or merchandize w.thin this Provinee, either by the production of samples, photographs, cata- logues, printed or written matter, or simply by word of mouth without the production of samples, photographs, catalogues, printed or writlen matter, shall, before be or she enters upon the business of so selling any goods, wares or merchandize, or soliciting or can- vassing for such orders, pay to the Provincial Treasurer of this Province an annual licen ¢ fee or direct tax of fifteen dollars.”

2.“ Upen payment of the said license fee or direct tax, the said Provincial Treasurer shall grant a license authorizing the person therein named tosell goods, wares and mer- chandize in this Province, and to solicit and canvass for orders for the sale, exchange or purchase of goeds, wares and merchandlze within this Provinee, Such license shall be granted and remain in foree for the one year following the date upon which the said license shall be granved and no longer.”

3. “ Any such Commercial Traveller or son not permanently residing in this Pro vince as aforesaid, who, after the passing of this Act, shall sell any goods, wares or mer- chandize, or solicit or canvass for orders for the seje, exchange or purchase of any goods, wares or merchandize in any manner afore- gaid within this Provinee without ae first paid the said license fee or direct tax, opbained the said licen-e, shail for each every occasion upon which he or she shall soll apy goods, wares or merehandize, or soll- citer cauvass foran order for = sale, ex- change or purchase of any goods, wares or Oe Sais as aforesaid, be apie to pay the sura of two hundred doliars to the said Pro- vineial Treasurer,”
