These appeals, to- gether with supplementary inducements in the, way of a price subsidy and ceiling on feed grains, 5 l carried with them the implied assurance that all hogs at maturity would have unhamperecl access to markets. The failure of the Dominion Gav- ernment to retain control of the situation which has now oriscn,—and which might very well have been anticipated-amounts virtually to a breach of contract with our farmers. lt is on that ground that representations are being made either for immediate action at Ottawa, or cum- pensatian to producers for the losses sustained.

Agriculture Minister Gardiner, while dis- cloiming oil Federal responsibility, gives our local producers assurance that his Department "stands ready to co-operate in any practical plan." The time to have devised surh a plan, in conjunction with the Provinces, was when he was pleading with our farmers to spczd up their hag production. The total laclr of co-ordinatian between our Federal and Provincial Governments in this important matter is obviously at the root of .a v/hole trouble.

L cst development hos been the decision of the Provincial Govcrnmcnt to take ovcr tzmpor- arilv the operation of the local- packing plant, with Hon. Horace Wright as the responsible min- ister in charge. At the time of writing, there was no indication that the union workers would be ivilling to go back at the old rate of pay, which is what the Government proposal involves.

Bananas Housing Problem l ‘ The Canadian federation of Mayors and Municipalities views the problem of housing as a national emergency, and sees no solution of the problem but to hand it over to the Federal Olllil0flll€S almost entirely. lts recommenda- tions were altogether fInanciaI, mainly the low- cring of interest rates on advances of Federal moncy, and a system of rent subsidies for that class of the population unable to pay the full economic rent of lthe quarters it occupies.

Commenting on the number of ”briefs" which have been present-ed on housing, thc Montreal Star is critical in its editorial columns cn the practicality of this type of action. The Mayors’ bricf, The Star statcs, was the third presented last week on housing, the President of the Canadian Legion, Major-General C. B. Price, havirg put before Premier King the Leg. ian's view that more wartime-type housing should be constructed and privatp low-ccst housing bc facilitated. The Canadian Welfare Federation also presented a brief, the heart of which was a recommendation that a rent subsidy fund be establishwl.

The situation would seem to be little chang- ed trom that of last spring, when Mr. Howe, announcing the curtailing of Government hous- ing activities, stated that the initiative must come in furth-er developments from the munici- polities and provinces. He [admitted his in- ability to sea any easy solution to the shortage because of high and still rising prices, and took notice of the contention that an answer could be found only in some form of subsidy, upon which he looked without enthusiasm.

One can look in vain for any sign that the building industry has anything to offer in the way of a solution to the shortage of low and medium rental accommodation, or that public administrators have anything more than the declaration that the problem is too big for any- body but Ottawa to handle it.

What a. difference to emigration of forty years ago when yours truly started his long Canadian odyssey. They started from Brit.- aln one day, and arrived in Con- acia. the next; to be met by friend- ly people, a. banquet in one hand and a. job in ‘he other. In con- trast, tt took me eight. days to cross the Atlantic in the steerage o a lice-infested cattle boat, to be met by strangers in the black- ness of a cold March night, who handed rne a. snack of lefr. overs and s. Job on their farm at eight. dollars a month and found, for five a.m. the next day. As I had only eight; dollars and one suit to my name, there was no turning back no matter how homesick I might. be. I have always been glad that I dldrvt. renege. I roughed it, of course, but it did me good. It; taught me to stand up on my own two feet. I oak a turn at avcry- thing which promised an honest dallar—-bus worker, bod carrier, railroad construction . . . Then ap- portunity knocked. In the next three years I graduated as a llewspaperman. And with a fut.- ure: something I had not while in the Old Land. Now 1 am retired. But. not. on a. pension. I have during the years gathered a competence of my own, am my own boss, and I am happy. I have my own home, a family happily married, a nice garden to tend and dream in, time on my hands and. well... What more could man want, or heart desire? And all because I was wise enough to accept the invitation offered to me to “Come West". I am glad I did. I am glad I turn- ed» my back on the humdrum Llmcashlre town in which I was born and the drab future I saw before me there. I have earned much, tmvelled much and learned much during my slay here.
