HARCOURT’S RESIGNATION.

Lorp Satissury’s recent moves in the Faehoda matter and the United States entente, together with a generally wise and firm administration of affairs at hoine and abroad, have certainly strengthened the position of the Government party in Great Britain; and the outiook for the Liberals is not apleasing one. But we fail to see how it can be improved by Sir William Harcourt’s resignation of the Leadership of the House of Commons. Indeed it seems probable that the Liberals will be reduced to greater straitethan ever asa result of Sir William’s action. Lord Rosebery may the more easily and successfully fill the role of the Leader of the Liberal Party- But he! cannot be leader in the House of Commonf, and a good leader in the Com- mons is essential. Well, necessiiy, may bring the man,—even though one to fit the position is not now in sight.
