England in Canada final authority in the establishment oi nrissionary dioceses, the division; ar adjustment of the boundaries of ihq Province, the erection, division m‘ rc-arrangement of dioceses with- in tire province and the inclusio - of i... UJIJUSC or territory not now forming part of any province of the church.

To effect this. the Synod amend- rd a declaration adopted at its last session in i924, under which it corr- ceivcd that this object was within its own jurisdiction.

TRENTON, N. J., Jan- 15—(A. P.)-A report emanating tonight from e. high source, but wholly lacking in official- confirmation, said Governor Hoffman had in his possession e. purported written con- fession from a new ‘figure in the Lindbergh baby slaying.

Neither the Governor nor his press aide could be reached, but this source said Hoffman had made overtures to the leading of- ficials who participated in the capture of Bruno Richard Haupt- menu-sentenced to be electrocut- ed Friday night-to serve in an advisory capacity to study the value of the purported confession.

If these advisers consider the "confession" of value, it is said, the Governor will stay the execu- tion until a thorough investigation can be made. The nature of the “confession" has not been indi- cated and the name of the persons involved is not known. '

A secret conference in New York late today between Federal. New Jersey and New York officials lidded to the tense feeling here that a. sensational "break" was im- minent.

The conference was attended by Col. H. Norman Schwarzkoff. head of Lire New Jersey state police: J. Edgar Hoover. chief of the Bureau of investigation of the United States Department of Justice and Lewis J. Valentine, Police Commis- sioner of New York City. They met in the office of Mayor F. H. Laguarcliu.

After the conference it was said no announcement would. be made until tomorrow afternoon, when another meeting will be held. None of tho participating in the con- ference would talk.

Cuban Flier Forced Down

GEORGETOWN, British Guiana, Jan. iii-Discovery of a leak in his gasoline tank today caused Lleut. Antonio Menedez y Pelaez to post- pone indefinitely continuation of his flight from Venezuela to Brazil in preparation for a trans-Atlantic hop to Spain.

Forced down on e. pasture at Corentyne. Berbice County, yester- day afternoon by shortage of gaso- line, the Cuban flier had at first intended continuing his flight from Laguaira, Venezuela. to Para, Brazil, as soon as new fuel could be rushed to him by train from Georgetown.

Pelaea arrived in Georgetown to- night to contact the Cuban gov- ernment for further instructions. He had intended to take off from Para to Seville, Spain, on a trans- Atlantic venture.

OITAWA, Jen. 15~The Prov- inces began firing a legal barrage today against eight Dominion statutes forming the "backbone of the reform program of the Bennett Government in 1984 and 1935. The scene was the Supreme Court of Canada with six red-robed Judges acting as referees between the Do- minion and Provinces.

Attorney-General Arthur Roe- buck of Ontario led off the prov- incial case late today against the first of the eight statutes. It was an amendment to the Criminal Code, setting fines and imprison- ment for discriminatory discounts or price-cutting designed to drive men out of business. He claimed it transgressed provincial jurisdict- ion as established by the British North America Act. and should be held invalid.

Earlier in the day, N. W. Rowell, cf Toronto, former ‘Cabinet Min- ilcr in the days of Union Govern- ment, upheld the claim of the Do- minion it had power to pass the law. He based his claim on the Do- minica's jurisdiction over the Criminal Code and its regulation over trade and commerce.

Ontario, said Mr. Roebuck, con- tended the fli-st clause of the Criminal Code section (498) was invalid and the other two might be. Other Provinces, Quebec for one, will insist the whole section is bad law.
