Sir,—In your paper of the 25th inst. I see the following: ** We hope, therefore, that the owners of land in the vicinity of Charlottetown will at once unite to put down the white weed. It can be done, but not without intelligent, systematic, organ- ized effort.’”” Will you kindly outline to your interested readers how this happy state of affsirs can be arrived at? I am one who hasthe most supreme contempt for the beautiful white weed, a bunch of which so many are wont to gather as an ornamental flower. In my boyhood days I have spent many an hour with others in carefully pulling them all out of a large tield by the roots. It was not such a task in a grain field, but the memories of a hay field haunt me still. My father, after try- ing every kuown method, gave up the her- culean task some twenty-five years ago, and to-day the old homestead has about the usual crop of daisies. The fields we pulled so many armfuls out of are still white for the hay harvest, and the fields that had no white weeds then are almost as free from them to-day. I have made many inquiries as to how our Island can be freed from these sesthetic flowers, and have never yet learned how they can be eradicated, but

Lord Onslow, the departing Governor of New Zealand, recently made a rather sig- nificant speech. He referred to the grow- ing trade between the ‘* Eagland of the Southern Seas” and the Mother Country. Meat, wool and grain were being shipped in steadily increasing quantities, whilst English manufacturers were largely purch- ased in New Zealand in spite of a high duty, placed mainly for revenue purposes, and incidentally for protection. But Lord Onslow was especially enthusiastic over the success and the results of the great Colomiai Conference of 1877. He himself was there as British Under-Secretary for War, and very truly observes that ‘* only those who were present at the Culonial Conference can realiza the importance of it, and how
many misunoderstandings it dispersed, and how it set at rezt friction between different prris of the Empire.”” The point, how- ever, of his remarks was in reference to the trede question and especially to that of preferential duties.
“Of all the proposals mide in that Confer- ence none were interesting than was that of Mr. Hofmeyr, the representative of South Africa, when he sabmitted a proposal that England and the colonies should agree to a duty of 2 per cent. on all goods brought into their countries, aud that the proceeds of this duty should be applied to the purposes of their common defence. I am sorry to say that the proposal was not adopted.”
The Governor then proceeded toe poiat out that such preferential policy, whatever the percentage, or to whatever use the proceeds might be put, would vastly increase colonial trade, and added that ‘there is an increasing disposition on the part of the English people to make some sacrifice for the benefit of the empire at large.”

But I have always remembered when travelling abroad the art of the physician who put all the re- mains of old prescriptions into one bottle— the vil, and the calomel, and the rhubarb, and the assafcetida—and when he found a patient with a ‘complication of diseases,” he would shake up his old bottle and give him a dose. And so I have compounded a language for European travel. 1 generally take a little French, and a little German, and a little English, with a few snatches of Chinese and Choctaw, and when I find a stubborn case of waiter or landlord that will not understand, | simply shake up all the dialects and give him adose. It is sure to strike somewhere. If you cannot make him understand, you at any rate give him a terrible scare.
I never had the anxiety of some ina strange land about getting things to eat. like everything in all the round of diet ex- cept animated cheese and odorous codfish; always have a good appetite; never in my life missed a meal save once, when I could not get any, and knowing that ‘‘eine geros- tete reindfleisch schiebe” means a beef- steak, “‘eine messer” a knife, and ‘eine gabel” a fork, and ‘‘eine serviette” a nap- kin, after that I feel perfectly reckless as to what I can or cannot get.

The Vienna Nieue Freie Presse publishes secret Russian documents dated in 1881 aod in 1886 showing payments of 762,000 trancs in the first year and 300,000 francs in the second year by the Russian Government to Russian agents in Bulgaria and other Balkan States.
The Bulgarian Government's organ, Svoboda, publishes a communication from the Russian Legation at Bucharest to the Russian Foreign Office, showing that every movement taken against Prince Ferdinand of Bulgaria is directed, paid for and instigated by Russia. Although an unusually large quantity of Scotch coal has been brought to the Upper Provinces this season, the Cape Breton trade continues to increase. Returns for May, Jane and July show an increase in the importation to the St. Lawreace ports of fifty thousand tons over the same period last year.

The ghost which questions whether woman will not lose her womanly qualities in the process of higher education will not down, writes Mrs. Lyman Abbott in the August Ladies’ Home Journal. It appears not only in the quiet and the shade of midnight, when ghosts have a right to appear, but it stalks abroad in open daylight, The innocent have always borne the penalty of the guilty, and the clamorous women who pirade on public platforms, and who make themselves obnox- ious in public conveyance, who give their families peace at home by going abroad with their debates, these are they who throw dis+ credit on their innocent sisters. I wish I might picture the homes in which I am so happy as to be a welcome guest, where bigh- est education for man and for woman combin- bined to make highest happiness and highest usefulness.
