WINNIPEG, Jan. 18. —In his ad- dress to the Canadian Club here thls1 afternoon, Right Hon. L.C.M.B.' Amery, British Secretary of Statei for the Dominique. speaking of the inst Imperial Conference, said that1 no new feature was introduced into the relations of Great Britain and the Domlnlons. "It never proposed to alter our constitutional relations," emphasized Col. Amery, "but Just laid down clearly the existing rela- tions between us."

"It laid_ down equality and free- dom of the nations oi the Empire with regard to each other and also laid down unity under the common crown," he declared. With the freedom of control. ho said. it has brought with it e. higher responsib- ility and the nature of that respon- sibility as well as the nature of that freedom were made clear in that phrase "under the common crown."

In his opinion, Col.‘ Amery said, the external policies o_f the Empire should be carriedput by the gov- ernment most experienced and the Dominions should not resent it.

The matter of defence. he point- ed out. rests with the government at Westminster, but the responsib- ility of each separate member of the Empire should not. however, be lessened. _
