'l'he death of'Mrs. Preston Bry- anion of Rollo Bay. occurred on March aist. 1957 at Sourts Hospi- tal. The deceased was born at tape North, Cape Breton. the daughter of Mr. and Mrs. Thomas (;ttynn. She came to this district forty years ago and has made a host of friends. She was a devoted church and community worker worker and will be greatly missed by her family and friends.

The funeral was from the St. James United Church on Wed.. April 3rd. 1957. Prayers at the house were led by Rev. D. Sharpe and Mr. Svend Chrtntenson. The service at the church was con- ducted by the minister assisted by Mr. Svend Christensen. The hymns were "Beneath the Cross of Jesus" "Abide With Me" and "Someday The Silver Cord Will Break". The funeral was largely attended.

The situation was further ag- lnravatcd by the use of agricultural Ilabnur for war-time construction Projects. in which the farm youth (who is by nature practical. adap- table. quick to learn) found him- self overnight designated as car- penter. mason. steel-worker. truck driver. or machine operator. The financial returns from these oc- cupations were seductively attrac- tive. and the desire for a return to farm chores died forthwith, When projects were completed. the emancipated farm-boy moved into town. where opportunities er- lsted for him to continue working at his new trade.

INCOME FACTOR

Another major factor contribut- ing to the decline in rural popula- tion is the steady and inexorable decline in farm income. aggravat- ed by s disproportionate increase In the cost of living. This situa- tion has driven not only our youth but dedicated farmers. with their entire families. to urban areas where opportunities exist for all adult members to obtain employ- ment.

It would appear that nothing is envisaged by our legislators to remedy this situation. On the con- trsry. the Gordon Commission has added fuel to the fire in its rec- ommendation thst certain farm ele- ments be encouraged to leave for other parts of the country, with assistance by the Government if requested.

COSTS RISE

The situation today. therefore. in many of our rural communities is that the school population Is dimin- lshing. and will continue to do so. On the other hand. the cost of

The report of the Gordon Com- mission clearly Indicated the need of the Marltine provinces for fi- nancial assistance. and Ottawa re- cognize thls need. It remains for the Provincial government to state its case for education. and request such assistance. TAX STRUCTURE Glarlng anomalies and inequal- ities in the District supplements make it imperative for a revision of the present system. There is no justification for the payment of a supplement of. say 8450. to a Grade Eleven Permit teacher in one District, while a licenced tea- cher in a neigbbo ing district re- ceives 8400 or less. By the same token. a man engaged in say. truck-driving. with perhaps three or four children attending school pays only the statutory Poll Tax. whereas a childless couple wrest- ing a living from the soil would have to pay 830 or 540. In addi- tion. the difficulty of obtaining School Tax payments from non-

moral standards are expected of a teacher. and the responsibility of supervising and controlling the conduct of children. individually and collectively, is not something to be indifferently entrusted or lightly undertaken. Preparation for entry into the profession is lengthy and expensive. These things can- not be assessed in dollars and cents. But without adequate remun- eration a teacher cannot give full time to the work to be done. We have too many "part time" teach- ers in this Province. a situation which could be speedily correct- ed by an upward adjustment end. because it is an undisputed fact that many worth-while people are deterred from entering the pro- fession largely because "there is not enough money in itl"

An Insidious and much-deplor- ed lowering of professional stan- dards in rural areas is unquestion- ably due to the low salaries paid to teachers. The P.E.I.T.F. has consistently opposed the eemlngl, indiscriminate granting of permits to well-meaning persons who are willing to take it school just to keep the school open. contending that if salaries were in line with other professions or equivislsnet Indus- trial occupations there would be no teacher shortage. CONCLUSION

This Province exports a large ye. ge of its youth to other parts of the country. whereby it is deprived of strength. intelligence. adaptability. vision. These quali- ties find their application in the building up and enriching of the more prosperous industrial areas. Surely this is a sound basis on which to call for reciprocity from the Federal Government?

The rural schools have provided this nation through the years with much of its working force. and s not insignificant share of its great men and women. They are still doing as much. and must be ena- bled-to-do so if this nation is to survive. ,
