LIGHT ON THE PEACE PROPOSAL’

Ir is stated that the Czar’s peace pro- posal was the rerult of a perusal of Mr. Bliokh’s book, eatitled ‘*The Coming War in ite Technical, Economical and Politica Aspects.” Ilo this book, Mr. Biiokb argues t_atthe Europeau armies have al- ready outgrown practicable limits. The problem of the commiesariat alouve is now impossible. No railroad, he maintains, cae offer transportation im any country capable of supplying the necessary amount of food and ammunition to a modern moy- ing army. It would be impossible for one man, even were he a Moltke, to efficiently direct the movements of the present army of Russia, Germany or France. Numbers, beyond a certain point, are, says Mr. Bliokh, disastrous from a militery as well as an economical point of view. The author affirms that the European siates cannot change their present relative etrength which remains constant amid all the costly alternations which they are perpe- tually carrying out. If, however, their relative strength remains the same, argues Mr. Bliokh, it matters little what the ab- solute forces of each country are. There fore they might all be divided by any given number, the greater the better, without causing the slightest perturbation or giv-~ ing the least advantage toanpyone. This measure, being feasible, is indispensable , for unless the economical strain felt by the European peoples is speedily eased, an un- parallelled economical catastrophe is cer- tain to result.
