Welland Canal Knlargement.

Notice to Contractors.

“MEALED TENDERS addreessed to the un- SS aersigned, and endorsed ‘‘Tender for the Welland Canal,” will be received at this office until the arrival of the Eastern and Western mails on FRIDAY, the l4th DAY OF NO- VEMBER next, for the deepening of the Wel- land Canal, between Ramsay's Bend and Port Colborne, known as Sections Nos 33 and 34, embracing the greater part of what is called the ‘‘ Rock Cut,”

Plans showing the position of the work and specifications for what remains to be done, can be seen at this office, and at the Resident Engineer's Office, Welland, on and after TUESDAY, the 4th day of NOVEMBER next, where printed forms of tender can be obtained.

Contractors are requested to bear in mind that tenders will not be considered unless made strictly in accordance with the printea ferms, and iu the case of firms, exeept there are attached the actual signatures, the nature ef the occupation and place of residence of each member of the same; and further, an ac- cepted Bank cheque for the sum of three thousand dollars tor Section No. 33, and one for four thousand dollars for Section No. 34 must accompany the respective Tenders, which sum shall be forfeited if the party tendering declines entering into contract for works, at the rates stated in the offer siub- mitted.

The cheque or money thus sent in will be returned to the respective contractors whose Tenders are not accepted.

For the due fulfillment of the contract, sat- isfactory securty will be required by the de- posit of money to the amount of five per cent. on the bulk sum of the contract ; of which the sum sent in with the Tender,will he consider ed a part.

Ninety per cent only of the progress esti- mates will be paid until the completion of the work.

To eaeh Teader must be attached the actual signatures of two responsible and solvet per- sons, residents of the Dominion, willing to become sureties for the “carrying out of these

conditions, as well as the due performance of

the works embraced in the Contract. This Department does not. however, bind itself to accept the lowest or any Tender.

A TERRIBLE DEED.

Banoor, Mz., Nov. 8.

James J. Norris, agent ef the large saw mill of Cutter & Eddy, Bangor, was found dead by the roadside in Bradley this morn- ing, with his head frightfully mangled and threat cut from ear to ear. Nerris left his office near the mill at 9 o'clock last night for his home, a quarter of a mile distant. When about half way home he was attacked from behind by aman who struck him in the back of the head with an axe and crushed in his skull. Tho murderer then

What a Woman Can Do.

As a wife and inother, woman can make the fortune and happiness of her husband and children ; and, if she did nothing else, | surely this would be sutlicient destiny. by | her thrift, prudence and tact she can secure to her partner and to herself a competency in old aye, no matter how small their be- ‘sinning or how adverse a fate may be theirs. | By her cheerfulness she can restore her husband’s spirit shaken by the anxiety of business. By her tender care she can often restore bita to health if disease has over- tasked his powers. By her counsel and leve she can win him from bad company if temptation in an evil hour has led. him astray. By her examples, her precepts, and her sex’s insight into character she can mould her children, however adverse their dispositions, into noble men and women. And by leading in all things a true and beautiful life, she can refine, elevate, and spiritualize all who come within reach; so that, with others of her sex emulating and assisting her, she can do more to regenerate the world than all the statesmen or reform- ers that ever legislated. She can do much, alas ! perhaps more, to degrade man if she chooses to do it. Who can estimate the evils that women has pewer to do! Asa wife she can ruin‘herself, by extravagance, folly or want of affection. She can make a demon or an outcast of a man who might etherwise become a good member of society. Shecan bring bickerings, strife, and diacord into what has been a happy home. She can change the inn cent babea into vile men and women. She can lower the moral teze of society itself, and thus pollute legislation at the spring head. She can, in fine, become an instrument of evil instead of an angel of good, Instead of making flowers of truth, purity, beauty, and spirituality spring up in her footsteps, till the earth smiles with a loveliness that is almost celestial, she can (ransform it to a black and arid desert, covered with the scorn of all evil passions and swept by the bitter blast of everlasting death. This is what the woman can do for the wrong as well as for the right. Is her mission a little one? Has she no worthy work as has become the cry of late? Man may havea harder task to perform, a rougher road to travel, but he ,has none loftier or more in- fluential than woman’s—London Journal.

A reeent census in France proves conclusively that this theory is true, since the result of the census shows that out of every 100,000 unmarried per- sons thirty-three are criminals; while out of every 100,000 married persons only eleven are criminals. The fear of the law and the fear of a wife are powerful festraining in- fluences, when brought into combination.
