—The Montreal Star’s London despatch of the 28tn reports that Sir Louis 4. Davies has finished arguing in favor of the Canadian Government's contention in re- spect to the Belgian and German treaties matter before the law offisers of the Crown. Yetook the ground that these treaties should not stand in the way of Canada according preferential treatment to Great Britaio. The decisien of the officers has been reserved.

—It is pleasing to note that our clerke, and employes generally, are, during the holidays, enjoying some cessation of then arduous labore; and it is vot pleasing to note that there ia an exception in respect to druggists’ clerks. Of course the drug- gists are liable to be called upon at any moment for prescriptions to relieve perrons whore lives may be atstake; but we think that, wy mutual arrangement, the duty which druggists owe to the public in this regard might be metand the clerks relie- ed. [i 1s certainly upneecssary as well as unfair to keep druggists’ clerks employed every day and «very night for the sake of tie few cigars and sodas which may be sold while they are enjoying an hour or two of need»d recreation and rest.

—In discuss’ng. tbe royalty Canada propose= to levy on American and other miners in the Klondyke, the New York Sun remarks: “We advise the Dominion Goverrment to move slowly in the matter of plundering American miners with the collection of the propos-d royalty. I: will prove diffictlt avd costly. Thoroughly to enforce the proposed Jaw would require every claim to be watched day and night, doring the period when the pay dirt is washed. That is to say there ix to be as many policemen a% there are claim workers. The Ottawa authorities bave, at present, no force adeqaate f.-- the 7 rpose iu the gold-bearing section, ncr could they this year place sufficient force upon the ground. Io case even of the small pumber of claims which now or next spring they might manage to keep under surveillance, the attempt to levy the royalty would be almost certainly resisted. The resistance would quickly become or- ganiz2d, and the Canadian officials would have to face a collision with miners which might result in blood shed. The effect of such a collision on the public feeling in the? United States would obviously be deplorable, and the provocation of the incident by the Dominion Government would be probably viewed with severe reprobation in Great Britaiu.”

—The German Government in_ its paternal guardianship of everything and everybody, has lately resumed the care of the bourses and the exchanges. But the oxperience is nut a happy one. It has not proved agreeable tothe Government or satisfactory tothe commercial classes. There is constant and irritating friction between the Minister of Commerce and the various exchanges. One nice little quarrel concerns the relative jurisdiction of the Brokers’ Chambers and the board of the Stock Excbange. The function of distributing business among the brokersa— a duty usually performed in this country by clients who bave business to bestow— has hitherto been undertaken by the board of the Stock Exchange in Berlin, bunt in Frankfort it belongs to the Cbamber of Commerce. The Minister of Commerce har just intervened to settle all disputes and tell merchants and brokers bow they should manage their own affairs. He has officially informed the board of the Berlin Stock Exchange that the dis- tribution of bu~iness among the brokers belongs to the Brokers’ Chambers and not to the board of the Stock Exchange, which happens to be contrary to existing practice. On this illustration of grand- motheriy government the Berlin corre- spondentof the Economist says :—“The action of the Minister ie taken as another interference, both arbitrary and ill-advised, with the internal affairs of the bourse, and has called for:h much criticism. Mr. Epiron,—The Provincial Exhibi- tion of Nova Scotia to be held on the last three days of September promises to be by far the best ever held in the Maritime Provinces. The fact that the managers have placed on their prize list $18,000 in cash prizes, exclusive of gold, silver and bronze medals, shows that the Halifax, N. S. Exhibition has the largest prize list in cash ever cffered by any maritime provincial exhibition board of directors. The Provincis] Exuibition com- mission of Nova Svotia, with the view of making the conpetition as extensive as possible, decided to throw the prize list : Open to competitors from the other two Maritime Provinces, thus placing our peo- pleon alevel with theircwn., This is surely a praiseworthy departure from the contracted restrictions of cther managers.
