over Ordinary Expenditure... This is the way the account would stand if made up on the same basis as that adopted by our opponents. An attack has been made upon the Government because of the refund they received from Ottawa last year. During the year they held oltice they did exacty the same thing, and we, who were then in Opposition, we, who pressed a criticism of their acts beyond its legitimate iength, admtitead tiat they did mght; and ii it was right then, it was right iast year - more particularly as we had this year to pay 4 very large sum on account of the Lunatic Asylum. If we havc been drawing from capital we have also been expending largely en capital account. We obtained a refund of money which ibe Province had expended in connection with purchase of public lands, and 1 maintain that we did right, though | never had any reason to expect that our opponents would be magnanimons enough to acknowledge it. The interest we received on the money was only tive percent. Had we gone inte the markct to berrow the money we required to in erder to complete the Asylum, we should had to have paid atleast six per cent. On this account I say that, even if we had not had a precedent set us by the late ad- ministration, we should not have been cen- sured for obtaining this refund. And here I may say that that lam a little surprised at the conduct of the hon. member for Tiz- nish. Ue told us, in the early part of the session, that he came in between the Gov- ernment and the Opposition, and that he woul! deal fairly and independently with both parties. But he has, on the subject of eur j inances, made a long speech filled with the riost frivolous objectiens to the econ- omical policy pursued by the Government.
