PARIS (AP) — A bill which could virtually stifle press critic- ism of the de Gaulle government has been introduced in the French National Assembly.

Its legal purpose is “‘to pro- tect the morale of the army.”

The proposed law would make it a crime in time of peace to act+in. such a way as to injure

,| ‘the morale unity, discipline and

chain of command of the army, or to cast doubt on the rightness of the cause which the army serves’ under the orders of the government.” Broadly inter- preted, this could inglude critic- ism of any government action.

The bill introduced by five Gaullist deputies would apply not only to the French press but to any foreign journalist writing on French territory.

It would provide jail terms not only for the authors of articles deemed prejudicial to the best in- terests of the army but to the owners, directors, editors, print- ers and distributors of the pub- lication carrying the offending article.

France already has such a law

on its books, but it is applicable only in time of war.
