Another factor causing congest- ion which mi ht easily be elimin- ated without srdship to anyone is the practice of allowing taxi stands to use public parking areas as their own private property. This is not a proper use of these valuable properties which belong to all the people. He suggested that taxi companies be allocated parking privileges in less busy sections.

. Describes Housing Experiment

Mr. Stewart went on to describe an interesting experiment in hous- lng sponsored by the City Council of Owen Sound. which he said had about the same population as Charlottetown. Larger and much more industrialized. Owen Sound has a total assessment of 141;. million and a 1050 budget of 5800.- 000. Chariottetown has I total assessment of 8 million and in bud- get of 500,000.

When the present mayor of Owen Sound took office. he de- cided that although 188 housing units had been completed the ple- vious year, something must be done to provide housing for old age pensioners, disabled veterans. widows with nxed incomes and retired peo ie whose pensions while adequ te in the early 30's. could not provide a comfortable living today.

As separate housing is very ex- pensive. the answer seemed to be collective housing in modern. com- pact. fireproof apartment dwell- ings. Five of these buildings are now under construction. Each 'has three floors containing six two- room apartments and two single room apartments. They are built of concrete blocks faced with brick and insulated by dead sir. Floors are of concrete covered with mas- tic tile. Rentals are 320.00 for the singie rooms and 525.00 per month for the two room apartments. Jan- itor service is provided by,one of the tenants who gets a reduction of 510.00 per month. 1

Method of Financing

These buildings are financed under section 0 of the National Housing Act. said Mr. Stewart. as it provides that under certain con- ditions up to I096 of the money required will be advanced by the Government. The difference in the coat of the project amounting to about 320,000 was voted by the Council.
