Hospital for the Iasane Sin,—I send you for publication an ar- ticle from a recent number of the Halifax Chronicle, commenting upon the mauage- ment of the Lunatic Asylum of ths Pro- vince. The justice of the strictures of the Chronicle upon cur system of mismanage- ment of that institution must be admitted: by every unprejudiced persor, and it is to; be hoped that their exposure by an inde- pendent journal cf the neighbourg Peo- vince may awaken the Goverpment to a sens? of theirduty. This iss matter from which no pclitical capital shoull be seught to be mace. Beth partics are alike to blame in respect to it—the Iste Govern went in allowing the Medical Superinton- dent to leave the institution to pursue a gencrsl medica! prectice in Charlottetown, and the present one in suffering the same state of things to continue. It was becaase of the scandalous disclosures that were made some years ago, to which the Chroni- cle has referred, that the large and commo- dious eaitive now used as a Hospital for the lusane was constructed, and was placed uader the charge of a resident physician. Now, however, it appears thet both the late «und the present Government have abandoned the important reform in this respect then inaugurated, and have deter- mined to Japse into the same policy of in Jitference and neglect that characteriz-d the management of the old Asylum. Literary Notes.
“The Nineteenth Century” for May is a stroug number. It opens «iti a view of ‘Memorable Dissolutions’ of Parliament during the lsst and present centuries, and is suggested by the approaching dissolu- tion ot the present Parliament. This is well supplemented by a f recast of Mr. Giadstone’s triumph in the next Parlia- ment by an article on “The Liberal Out- look,” by Wemyss Red Prince Kropotkin coniribures a paper oa “Recent Science,”
view of the disgraceful revelations that were made some years ago, when the mauagemeust | was of a similar kind, and also in View «f ‘hej utter absurdity of attenptiog to conduct’ such an institution without at least ove resident medical officer, we cannot too strongly urge upon the government to abandon auch a scheme.
In our own province, even at the general hospital, the very reverse course has been taken. Iu addition to the house staif, con- sisting now of two house surgeons and two clinical clerks, the government found it necessary to appoint a medical superintendent, While the house staff was busy in attending to the details of treatment directed by the visiting staff it was found that many things, partly professions! and partly executive, pertaining to the internal economy of the hospital, did not receive proper attention. The governmeat accordingly appointed a medical man, who has a_ general supervision of the various wards, sees to the mauner in which the wards are looked after by the nurses, that they attend to their duties and that everything is in a proper sanitary condition. e also is obliged to see that patients are not neglected, listens to any com- plaints and attends to the admission and dis- charge of patients when the visiting physician or surgeon directs their removal, It will thus be seen that an increased medical supervision has been provided for by the government, and the result has justified the wisdom of the course. Humanity demands that all reason- able provision shali be made for the proper medical care and supervision of the sick poor. Both parties in our legislature are agreed upon this point, To us it seems the very reverse ot wisdom to attempt to manage an insane hospital with more than a hundred patients without a resident medical superintendent. It is to be hoped that the government of P. K. Island will reconsider the question and bring their charity into line with that manage- ment which has been found best in other parts of the Dominion as well as elsewhere. it is always risky to pursue a course that is opposed to general experience.
A Complaint.
HOW OUR LOUAL GOVERNMENT PAYS ITS CON- TRACTORS. S1r,—In the month of October last past Mr. William Smallwood, Road Supervisor for District No. 8, Queen’s County, em- plo, 2d me to weer Red Point Wharf Road aod Red Point Wharf. I was instructed by him to oart gravel into all the holes on the road to Walker’s swamp, and to do the same on the wharf, and also haul stone on the wharf and break them on it, making a good job. The Supervisor told me to keep an account of the loads and I should be paid for my work according to the number of the loads hauled. Re'ying upon the faith of a Government official 1 set about this work and faithfully carried out my part of the contract, I hauled thirty-five loads of gravel on the road and tilled up the holes and repaired two bridges on this road by putting a plank in each bridge. 1 also hauled twenty-seven loads of gravel on the wharf and twenty-three loads of stone, and broke them onthe wharf, making repairs both on road aod wharf, which were much and urgently required.
