No motive is assigned by the CounCil for the publica- tion ef the Bills in uestion—we are led. therefore, to infer, that, in their opinion, the mere publicatibn inhum- cient to justify them in the minds Of the community for their rejection. A

We are free to admit that we cannot entirely concur with'the Council hi the course they have pursued, par- ticularly as res acts the main Bill of the Session—that to authorize the (grown to purchase the Lands and to rogu- late the settlement ofthc. Inhabitants. Having once ad-

mitted the principle to be an honest one (which they have done by t eir Resolutions), the most courteous course for them to have pursued would have been to have desired a Conference upon the details; instead ofwhich, they first reject the Bill, and then resolve to join the As- sembly in an Address, praying for leave to egislate on the subject. This is holding out the word of promise to ~ the ear, and breaking‘it to the hope.

last Session, passed the following Resolution :— “ WHEREAS a large amount of private Notes, issued by persons in New Brunswick, and payable in Halifax, Nova Scotia, are now in circulation in this Island, and are transferable by delivery only ; and whereas the issue of such Notes is not authorised by any law of this or any other ofthe British Provinces, or Ofthc Imperial Parlia- ment, Nor is any security provided .for the redemption theroof. but the circulation or passing thereof within the said Province of New Brunswick has been prohibited, under a penalty of Five Pounds for each Oil‘cnce, by a Law passed for that purpose ', and whereas a Bill, being a transcript of the. New Brunswick Act ieferrcd to, was ~ unanimously passed by this House. during the present Session, to prcvetit the further circulation ofsuch Notes, after the First day of October next, which Bill has been rejected by the Legislative Council ; and (whereas the most serious consequences may hereafter be felt by the inhabitants of this Colony, if the circulation Ofthe said Notes is not restricted : Therefore, Resolved, unanimous- ly, That this House pledges itself to take the subject again into its most serious consideration at its next Ses- sion."
