The Beorings.

Sexavor How an left Charlottetown to- day for the Cape, to be present at the bor- ings. The engineering staff in charge of the survey is composed of Messrs. Palmer, Rose and Shewin. We sre glad to learn that Mr. Bain has been aj pointed geologist for the survey. Four experts in boring have been employed; and about ten addi- tional men will assist in the work. The borings will be made by means of two sets of steam drills cesting $10,000 each. The bottom of the Strait will be pierced on the proposed line of the tunnel st equal dis- tances of five hundred yards to the depth of sixty feet, and there will be two borings

one on either side of the Strait—to bed rock. The sxact position of the line and ali the borings will be fixed by resort to trigonometry; and the core of each boring, showing a section of the strata, will be -arefully preserved under direction of the geologist.

There is now no political election on the tapis. Tue greatest achievement of our present Minister of Public Works is the plscing of water-closet accommodation in the Provin- cial Building. It was boasted that the genius of the wise man from the east had contrived a means of abating the nuisance of which this building has long been the But it appears that the boast was premature. ill by the sickening smell, and that the lives of the officials in the vicinity of the closets is in constant danger. It remains to be shown whether the architects who nade the plans for the water closet ,are to be blamed for this foul and unsatisfactory result of the Minister's boasted efforts and his lavish expenditure of the people's money, or whether the contractors were, in the exigencies of politics, permitted to de- part from the plans. This is an important inatter—particularly for the officials whose lives are endangered by the nuisance.

Another Lame Excuse.

Tae Patriot's article of yesterday regard- ing the muddle in the Land Office does not help the Government in regard to the shortage. Boiled down, the organ’s plea is that Messrs. Arnaud and Carvell found errors in the Township Ledgers, and thet these errors were not corrected by the late or present Government. Just sv. If these errors were corrected, and an ameunt added t» or deducted from the personal balances account of them, the amount so deducted would reduce the shortage. But the Patriot admits that Mr. McMillan has not corrected these errors, and therefore there is nothing to deduct.

In a word, Mr. McMillan has to account at the end of each year for the face value of the ledger balances whether they are right or wrong. Any error, by which the balanee was unduly swelled, and which was discovered last year, would appear iu the deductions and allowances.

— Complaint is made that some of the farmers about Rice Point allow lobster bodies to remain above ground to become a nuisance to the neighborhood. We have noted thatjthis bad practice is too prevalent in other parts of the country. Lobster bodies and all such offal should be at once ploughed down. When they are permitted to decompose in the air much manurial value is lost and the health of the people in the vicinity is menaced.

LETTERS TO THE EDITOR. Why Local Grits Dread the Peop!te.

Sir,—The suggestion Ly THe EXaMINER that the bill respecting the Legislature should be submicted to the people of this Province befvre it beccmes aw has aroused the quondam editor of the | strict; and ina late issue of that paper an; ttempt is made te show cause why such a -ourse would be unnecessary. Referring to the imposition of the detested ‘‘mortgage vote,” the Pat- riot says: ‘But there is nc need to appeal to the people in regard to this vote, for it has been allowed by our «lection law for twenty years or more.” ow, this state- ment 18 not according to the facts. For the first ten or twelve years af ar the election law was passed by the | derals of this Island, no one imagined tha the mortgagee had any right to vote. It was vot until some—iike the lawyers wo had so little regard for the solemnity «f an oath that they made w statutory dec aration, at the last revision of vores for the Dominion electoral jista, that eight acres of barren land st St. Peter's Harovor, in King’s County, with no improvements thereon, save s hut dittle better than an fudian camp, was worth three bundred dol.ars—-had qualfied in this way, that the practice of voting On mortgsg- 8 came into vogue. Leading lawyers, hue Mr. LH. Davirs— who, notwithstanding his extreme part z4n feelings, yet has sume scruples of conscience regarding what he will swear to —and the present Chief Justice, never vould incur the awful responsibility of vot- ing, especially for L gistative Councillors, when they bad to swearthat they were by law qualitied as electors by reason of hold- ing a mortgage. It is only reckless, god- leas partizans, like some of those who form the cabal that now has possession of the Government, that advocate and justify the right to qualify in this way.

The lawyer politician editor of the Pat- riot must have forgotten the lessons learned from his Liberal ancestors, and stretched his neck to its fullest extent t» swallow this true specimen of old ‘ory. tyranny. How monstrous it is to think that because a money-lender advances $400 on land worth a thousand or perhaps two thousand dollars, that he can go to the polls ond prevent the owner of the pr perty from se- curing representatives who will guard his interests !

But there is a reason why the money- lenders of this Province are 80 desirous of continuing the mortgage- vote. It is well known that a system of taxation will soon have to be adopted in this province ; and that a feeling is prevalent among the people that the farmers alone should not bear the burden of the next assesement act, as they had to do when the Davies Government were in power. Money lenders and men receiving incomes frum stocks, bonds and other in- vestments of capital, as well as farmers, have an cqusl right to contribute to the maintenance of the civil goverument of the province ; and it is because thuse capitalists have such i:fluence with the present ministry that the mortyage vore is egain in- corporated in the election law, in order that they may control :he elections.

The Patriot justifies the gerrymander cf King’s County by ststing that the Dominion Government did the same with Oxtario constituencies. Did wot the columns cf that newspaper contain article after article protesting against such measures as in- iquitous, and how can writers for that paper justify now what they formerly con- demued? Is there no honesty or regard for consistency among them/ Do» thry think the people have nu m mories and

have forgotten what was their own contention! By my faith, but they will find out the difference, and

that before long. There is an old saying “that if you put a beggar on horseback, he will try to ride over at in his way,"and with a slight alteration it might well be applied to the so-called Liberals who now rule this Province. As pretended Liberals they got into power; and bow, with the tyrannical! instincts of their tory bred leader, they want to ride over the people of King's Couaty and prevent them from yiviag « xpression to their views and preserving their rights.

Should the Reserved Bill become law it will perpetrate as great a piece of ir justice as has been attempted since the days of Feudal ty anny in England. The people of this Province will surely resist this attempt to disfranchise thousands of their fellow country - men in King’s County, aod by protesting against the present Government, prevent Mr, Petes from carrying out his threat that he will gerrymander the whole Island so that hardly any opponent of his own wiil get a constituency. ‘To your tents O Isracl.” Raise the standard of revolt against this latest instauce of old time tyranny.
