A Big Difference Between Mining Stock and Actual Mining=A Case Where Ex- perience Is Not Cheap at Any Price.

Rather than be accused of exaggera- tion | have always striven to understate the possibilities presented by investment in mining enterprises. My reason for that is that the general public as a role, treat with incredulity reports of the richne:s of mineral deposits they have not seen for themselves. Why this should be so is inexplicable to any, unless it be they imagine that mining menare gifted with more play of fancy and more fertile and elastic imagination than other mortals. I believe, though, that the prejudices against mining enterprises, which hither- to have greatly retarded the development of our resources, are largely based on the confounding of mining in stock with actual mining. The two vary as pro- foundly asthe farmer in Manitoba differs from the gentleman in the grain pit of the Teronto Board of Trade. Whatever xigencies real mining may be subject ro, the hazards are no greater than men are willing to assume in establishing banks or wholesale establishments. All that is required in the premises is the same careful calculation and the same intelligent forethought.

TOO MUCH EXPERINCE,

For several years I have longed ever so much to meet the man whe coined the saying ‘“‘Experience is cheap at any price.’’ I am prepared to solemnly affirm —I cannot swear—that he never engagec iu the promotion of mining enterprises in Canada. But in case he did and gave ‘nrrency to that phrase after doing so, he deserves to have his name handed down to tuture generations as excelling Job ip patience. My experience has almost ex- hausted the stock of patience nature endowed me with.

No people in the world have exercised less discretion in their investments of this nature, and none have been more easily gulled by glib-tongue stranger: than Ontarioans. As a rule they have acquired shares in mines much as they would take a share in a prize cake ata church fair, giving little or no thought or care to the conduct of the enterprise. And until investors learn that a mine should be conducted with the same strict attention to details and with as much regord tocconomy as is displayed in a hennery, the result will be the customary one—in addition to their experience.

The temptation to ‘et my pen run riot in « lecture en the snortcomings of in- vestors is hard to resist. But I must do #0, to give piace to some words of advice to those who may be considering the advisability of investing some of their Loardings in British Columbia mines or mining stock,

POINTS TO BE SURE OF.

1. If the compeny whose shares you

The stat- utes of many of the newer States and Territories have been so framed that they permit of juggling operations which unscrupulous speculators can ‘‘freez out’’ other investors when it is in their interest to ‘do so. See that the company has a clear and valid title to the location on which they purpose operating. Honest promo- ters or their agents will never raise ob- jections to a request for the production of titie deeds or copies of the eame daly certiliedhy the proper authorities. If the iand is only held under an opticn it is oot always safe to purchase the stock.

3. Discover, if possible, what interest, if any, the gentlemen who figure as dir- ectors and officers of the company have taken in the same; whether they have invested their capital in the or if the promoters have presented them with the stock necessary to qualify for theie positions just for the use of their bames,

Very often they have not risked even one cent in the company. and sometimes they have been known to withdraw (rom connection with the concern as soon as they were able to dispuse of the shares presented them for actng as bate for the greedy gudgeons who invest withont intelligent consideration.

4. When shares are offered below par make sure they are non-assessable. If a stock certificate receipt is tendered you instead of the stock itself read it care- fully. Iv should provide that, in event of sufficient capital not being subscribed, the company will return the monoy at the end of a specified time.

5. Do not purchase assessable shares uniess there are limitations as to the calls that can be made and the intervals to elapse between such calls.

6. Kemember that the promoters and directors of e company are not responsible for statements made about : ice company or its properties, {f such statements do not appear in the prospectus to which their names are attached.

7. The prospectus should clearly set forth:—

(a) The purpose to which it is intend- ed to devote the money realized from the sales of stock.

(b) Development work, if any of that bas been done.

(c) Number of assays made, by whom made, and results of each assag.

(ad) Reports of examinations made by qualified mining engineers, which shoulé show whether or not the veins and lodee are we)! defined,

{®) Nature of the ore, whether refrao tory or non refractory, high ur low grade (f) kstimates of the cost of mining the ore.

(g) Statements as to the accessibility of the property to railway or steamboat transportation, or both, and supplies of fuel and timber.

(hb) Cost of reducing the ore to bullion, and

(i) If the company intends to erect its own smelting and refining plant, esti- mates of the cost of the same.
