An order in Council, dated 29th March. 1870, directed a classification ot the harbors of the Dominion into four classes, viz., those in which the Dominion was wholly interested and provide all the funds ; those of beth general and local interest, and for which the Dominion might provide part of the funds ; those for which the Dominion might advance necessary funds, and recoup themselves from special tax imposed ; those serving purely local interests, for which the local authorities provide all the funds, and tie Dominion contril.uted nothing. Accord- ingly an examination was ordered of some 23 harbors in Nova Scotia and New Bruns- | wick, to decide whe'her they were Public Harbors, and useful for inter-provinetal | trade. Why was not a similar course adopted when we went into Confederaticn ! The Opposition had tried to represent that the piers in the other Provinces bear no} comparison to the works in this Island. He}! would read extracts from the Report of the Public Works Department as to the character of these works :

Sessional Papers, No. 8, Appendix 70, Folio 489, 490, 31 Vie , Ann. 1807.— Piers below Quebec. —*‘The landing piers below Quebec at the ports of Rimouski, Riviere du Loup, Malbaie, Eboulements, L’Islet, and Berthier, extend from the main shore outwards to a depth varying from 8) to 18 feet at the lowest water, and from 25 to 35 at the highest. They are constructed in a substantial manner of crib work filled with stone, and planked on the top; most of the piers are provided with slips to facilitate the loading and unloading of vessels and boats, at ali stages of the tide. | Pier at Rimouski.—It lies on the south ‘shore of the St. Lawrence, 180 miles below Quebec, and is 2,150 feet in length; the depth of water at the lowest stages of the tide is 85 feet at its outer extremity. It

Pier at Riviere duLoup.—Is situated cn the south shore of the St. Lawrence, 108 miles below Quebec. Its length is 1,667 feet, and the depth at extreme low water is 16 feet at its outer extremity. It was com- pleted in 1855.

Pier at Port aux Quilles—On the north shore of the St. Lawrence, 114 miles below Quebec. | Pier at Riviere Ouelle—It lies on the below Quebec, at Point aux Orignaux. It is 1,200 feet in length. At its outer ex- tremity, the depth at low water (spring tides) is fifteen feet. It was completed in 1856. | Pier at Malbaie—It lies on the north shore of the St. Lawrence, 81 miles below Quebec, and its length is 475 feet. At its outer extremity the depth at low water ‘of spring tides is eighteen feet. It was ‘completed in 1854. | Pier at Eboulements—It is situated on the north shore of the St. Lawrence, 63 ‘miles below Quebec. It projects 920 feet into the river; and at its outer extremity ‘the depth of water at low tide is 94 feet. It was completed in 1853.

Pier at L’Islet—Is situated on the south shore of the St. Lawrence, 46} miles below Quebec, and its length is 1,200 feet; at its outer extremity, the depth of water is 8} feet at the lowest stages of the tide. It was completed in 1855.

Grosse Isle, Quarantine Station—It lies 33 miles below Quebec. The harbor works ‘consist of two landing places, one for the ‘healthy, and another for the sick. The former extends 345 feet into the river at ‘the upper end of the island, and is 48 feet

wide. It was completed in 1848 The latter is 128 feet long by 28 feet broad, and ‘was completed in 1866; it is situated , towards the lower end of the island. | Pier at Berthier—It is situated on the south shore of the St. Lawrence, 244 miles below Quebec, at the village of Berthier.

and freight from steamers plying between that place, St. John, N. B., and interme- diate points on the coast. This grant is made conditional to the municipal autho- rities contributing one-half the total cost of the improvements to be made.

On pages 27 and 28 of the same :—

Port Hood, C. B.-—The Engineer reports that there 1s a pier at this place 550 feet long and twenty-five feet wide, which serves as the landing place for steamers plying between Cape Breton and the Maritime Provinces. This pier is said to be im want of repairs. It is very much exposed to the heavy seas which run between the Main- land and Smith’s Island during the north- east gales.

In the Report of the Minister of Public Works, Seasional paper, No. 7, page 24, Vol. 5, 1882, the pier at Port Hood is spoken of as foilows :—

Port Hood, N. S.—On the west coast of Cape Breton. The wharf constructed by the Local Government is very much exposed and had suffered greatiy from storms, The grant voted has been expended in making repairs.” A reference to page 5 of the appendix to the Minister’s Report for the same year will show that $3,000 were expended on this wharf for the fiscal year, ended the 30th June, 1881.

Merigomish, N. 8.-On the same page as the above appears the following comment on the work undertaken at Merigomish :— ‘The harbor of Merigomish is eight miles to the east of Pictou harbor. In April last a Wharf 150 feet in length was finished at French River.’’ The expenditure incurrred in building this wharf sas $1,065.50, as will be seen by reference to page 5 of the ap- pendix No 1, of the Minister’s Report for the same year.

Pictou Island, N. 8.—On the same page as the above, a work on Picton Island is re- ported on as follows :—**Eight miles from the entrance of Pictou harbor, Part of the grant has been expended in repairing the wharf at the lower extremity of the Island.” ‘The expenditure incurred in making these repairs amounted to $745.00. See page 5, appendix No. 1 to the Minister's Report for the same year.

Digby, N. 8.-—In the appendix No. 5, to the Report of the Minister of Public Works, page 24, vol. 4, No. 6, sessional papers 1880, 1881, may be found the following .— “The pier at Digby is situated on the western end of Annapolis Basin, and three miles from Digby Gut, the en- trance from the Bay of Fundy. It was construcied many yeare ago by the Government of Nova Scotia as a public landing for steamboats and vessels, and since 1867 the sum of $7,099.61 has been expended for its maintenance.” [In the Public Accounts of the same year, page 245, it will be found that 81,970.80 were expended in making repairs to this pier.

In the Appendix, No, 13 (page 70) of the Report of the Minister of Public Works for the year ended 30th Jone, 1878, sessional papers, No. 8, 1879, appears the follow- ing:—

‘** Parrsboro. — Parrsboro, Cumberland County, is situated on the northern shore of the Basin of Minas. The pier was built during 1864-65, by the Provincial Govern- ment. The amount authorized was ex- pended in recovering and repairing damages received from floating ice during the previ- ous winter.”

License Qurstion —Evidence of both temperance advocates and licensed victual- lers has been heard before the sub-commit- tee of the special committee appointed by the House of Commons to consider an Act in relation to the sale of intoxicating liquors. It is understood such sub-com- mittee have recommended, by report, the following provisions :—That there shall be a license board, who shall have power to grant or withhold licenses for each county ; such board to consist of the County Court Judge, County Warden, and a third party appointed by the Government. There shall also bea license inspector for each district, whose duty it shall be to see that holders of licenses comply with the law that intoxicatiwg liquors shall not be sold in the same shop, or in connection with groceries or other goods. | Piers on the River Saguenay, (Quebec)— .*‘On page 28 of the Report of the Minister ‘of Public Works, for the year ending the 30th of June, 1881, vol. no. 5, sessicnal ‘papers 1882, appears the following with regard to piers on the River Saguenay :— i “St. Alphonse de Bagotville”’—‘‘At the head of Ha! Ha! Bay. The head of the

above report, it appears that the sum of $3,897.70 was expended on the pier for the

Mr. Labouchere, of the London Jruth, has a remarkable libel suit on hand, in whicn the Duke of Villambrosa is the com- plainant. In an article about society at Cannes, published while Mr. Giadstone was stopping there, Mr. Labouchere expressed his yeneral contempt for the Duke of Vil- lambrosa, whose father, he said, was nearly hanged because when he was an army con- tractor in the French service he supplied as meat toa French army corps the flesh of soldiers who had died in hospital or had been killed in bettle. This startling charge is indignantly denied by the Duke, and he proposes to see what the law can do to enable him to refuie it and punish its atithor. It is eaid that Mr. Labouchere, if forced to a defence, will plead the truth of the statement.
