The works of defence dave assumed the supserence of works of attack, and it is evident that a severe and even @ desperate struggle will be made before the city submits to capitu- lation through the exhaustion of its sup- plies. It has come to be the opinion of many officers, whose faith in Von Moltke appears to be less than the Parisian faith in Trochu, that the siege of Paris is a zigantic mistake. The English who have escaped from Paris state that the present intention of the majority is to hold ou with the de- fence to the last loaf and cartridge, but dhe minority are for surrendering at once, ad much depends upon the fate of the southern army. Should that force be atterly defeated and broken up, it is probable that Paris, after one convulsive effort in the shape of a monster sortie, THE SIGE OF PaRIs. It may be well to recall the articles in these treaties whose revision or modifi- cation is most likely to be insisted upon by Russia. Article 11 of the treaty con- cluded at Paris on the 27th April, 1856, declares that the Black Sea is neutraliz- ed, ita waters and its ports thrown open to the mercantile service of every nation, and formally and in perpetuity jnterdict- ed to the vessels of war, either of the power possessing its coast, or any other power, By article 13 of the same treaty the Emperor of Russia and the Sultan engaged not to establish or majntain npon the Black Sea coast any military marine arsenal. By conventions signed on the B0th of March, 1856, and annex- ed to the treaty, the Sultan, bound him- self, so long as he remained at peace, to admit no ship of war of any foreign power to enter the Straits of the Dardan- elles and the Bosphrous, thus closing the egress from the Black Sea to the Russian fleet, while Russia engaged not to maintain in the Black Sea more than six water steamships of 800 tons at the maximum, and four light steamers of war not exceeding 200 tons each. These are the stipulations whose revision has always been an object of Russian policy. A decree of the Minister of Commerce has made a requisition of all the corn, oats, rye, barley, &e., which is contained in the city of Paris. A price will be paid for it according to the quality, and at the rate of the average price fetched by these substancss during ihe first fifteen days of September. A similar requisition has been made for the | Spain ready to join in her game, Thiers were with Count Chandorny this afternoon, The danger, which at the commencement of the conflict it was so hard to guard against, has become im- minent four months after the declaration of war.
