    Congress of nations, It is said that the
    Pope will not permit his claims to the
    sovereignty of his territory in Italy to be
    questioned by any earthly tribunal, It
    is said too that all the powers which sign-
    ed the Treaty of 1815 have accepted the
    invitation to take part in the proposed
    Conference, to take into consideration
    the political condition of the States of
    the Church. ‘his business of nation-
    making and mending is pretty sure soon-
    er or later to end unsatisfactorily to all
    parties. ‘Lhe policy of non-intervention
    appears to us to be the only true one.
    If the Italians were leit to settle their
    own affuirs, the settlement, whenever
    one was arrived at, would be much more
    likely to prove permanent than any ar-
    rangement which outsiders, however able
    and disinterested, may be able to patch
    up. ‘Lhe business of this Conference, if |
    itever mect, which is very doubtful, will
    be very difficult and very delicate; and
    wo gicatly fear that the combined

    wisdom and moderation of Burope will
    scarcely bring it to a satisfactory con-

    The account of the execution of the!

    three I'enians guilty of the outrage at
    Manchester, and of the proceedings con-
    sequent thereupon, fill nearly the whole
    of the news columns of the English news-
    papers. ‘lhe names of the three unfor-
    tunate men were Allen, Gould and Lar-
    kin. ‘They displayed no unseemly
    bravado on the scaffold, ‘Their demeanor
    — it the account read by us can be relied
    on—wias solemn, and befitting Christian
    men who knew that in a few moments
    they were to stand in the presence of the
    Great Judge. There were no frantic
    protestations of innocence; no mad
    strugglings with the executioner. They
    all prayed fervently, and though pallid
    and tremhling, stood upon the fatal plat-
    form as calm and self-possessed as could
    be expected of men in their awful situa-
    tion. ‘The death penalty is a terrible
    thing. Nothing but the most imminent
    danger to the State can justify men in
    resorting .o it.

    OBITUARY,

    It is with feelings of sincere sorrow that
    We announce to our readers the death of
    the Ilon, Mpwarp Wrrran, Queen's
    Printer, and Lditor of the Haaminer. This
    sad event took plaice on ‘Tuesday the loth

    inst., at twelve o’clock, noon. It was
    here altogether unexpected. We had

    heard from time to time that Mr. Wirre.an
    wis ailing, but we lad no idea that he
    wasdangerously ill. ‘Vhe disease of which
    he died was dropsy. Vhough Mr.
    Wueran’s public carcer has been a long
    and a success{ul one, he died a compara-
    tively young man, being but forty-three
    years of age. He was tor twenty years
    continuously, & member of the Mouse ot
    Assembly, Of that Ilouse he was long
    the pride andthe ornament. He was a
    man of fine intellect, of enlarged ideas,
    andof truly liberal principles. A pleasing:
    and a powerful speaker, and a sparkling
    and a graeeful writer, he contributed
    largely to the sucecss of any cause which
    he espoused, His. brilliant talents both
    aga legishitor and asa journalist, were
    unweariedly éxerted in procuring tor the
    people of this Island, Responsible Goyern-
    ment, Universal Sullrage, Free Education,
    and Free Lands, Any cause which bad
    for its aim either. the material or the in-
    tellectual advaneementof the people, found
    in him an eloquent and an efficient advo-
    eate. Many of the best laws tobe found
    on our Island Statute Book arg insepara-
    bly connected with the name of Epwarp
    WHELAN, :

    Without extensive possessions or power:
    ful family influence, and though depend-
    ing solely on the good will of the people
    for political advancement, Mr. WHELAN
    Was no demagpgue, Ile never from
    merely perso considerations scrupled
    to stem the tide of popular opinion, when
    he found the current: setting in what he
    considered the wrong direction. Ile
    valued the people's interests mach more

    highly thau he did their approbation,
    Mr. Wnan’s political career has been a
    singularly consistent one, and his public
    services merit the lasting gratitude of the
    people of this Island.

    Those who were privileged to know
    Mr, Wuk.an in private, have to deplore
    the loss of a singularly pleasant compan:
    ion, and w generous warm-hearted friend.
    His fascinating conversation and genial
    sympathetic nature endeared Jim to nearly
    every one whom he met in the Intorcourse
    of social lite, Very few even of his most
    bitter political opponents could long dislike
    aman of his kindly placable nature and
    pleasant manners. It is very seldom that
    aman who had taken so active and so
    prominent a part in the political contests
    of his day has left so few enemies behind
